Agency: United States Agency for International Development (USAID) Contract Opportunity Type: Pre-Solicitation All Dates/Times are: Eastern Standard time, USA Classification Product Service Code: R497 � Support Professional � Personal Services Contracts NAICS Code: 541990 � All Other Professional, Scientific, and Technical Services Place of Performance: Washington, DC, with up to 20% international travel when needed Description USAID intends to issue a solicitation for a Personal Services Contract (PSC) for the position JRS Annual Program Statement (APS) Advisor, GS-13 Equivalent for USAIDs Development, Democracy and Innovation Bureau (DDI), Democracy, Human Rights, and Governance (DRG) Center. The JRS APS Advisor will provide support to Missions and Bureau Independent Offices (B/IOs) on key APS programmatic processes.� The Advisor will serve as the JRS Team�s functional expert on building procurement mechanism packages for the JRS Annual Program Statement (APS).� The incumbent will also provide functional support to programmatic package and mechanism requirements for the Human Rights Grants Program (HRGP), JRS-Rapid Response (RR), and Rule of Law (ROL) activities and other mechanisms.� Duties will include facilitation of co-creation, procurement package builds, and technical evaluation assistance to Missions that can be provided remotely from Washington or via short-term temporary duty (TDY) travel. The Advisor will provide support directly, via consultation (e.g. responding to JRS Team requirements and Mission requests for assistance with the development of addenda, co-creation. and technical evaluation of concepts and applications). The duration of the contract period is anticipated to be a one (1) year base period with four optional one (1) year periods for a maximum total duration of five (5) years.
