- NOTICE OF INTENT TO SOLE SOURCE Contracting Opportunities Announcement Type: Special Notice Announcement Number: NIST-NOI-22-01480 Subject: Optimization Software Development for Wind Response Research Introduction This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested.� Purpose The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with Iowa State University, located at 515 Morrill Rd, 1350 Beardshear Hall, Ames, IA 50011. The purchase order will specifically procure contractor support services for the development of member optimization software for flexible buildings subjected to direction-dependent wind loads. The performance period shall be conducted for one year from 7/1/2022 through 6/30/2023. Contractor services shall incorporate the capabilities of the widely used ETABS (Analysis and Design of Building Systems) software into the Database-Assisted Design (DAD) approach. Authority This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 541511 Custom Computer Programming Services with the small business size standard of $30.0 million. Description See attached Statement of Work document.� Sole Source Determination The sole source determination is based on the following:� For purposes of continuity of research and compatibility with existing software development efforts, no other sources exist that can achieve this requirement to develop software for the continued design optimization of structural members of tall buildings subjected to wind loads. Specifically, Iowa State University was awarded a previous Purchase Order to produce software that will be used in the optimization procedure to develop the software for the current requirement. The acquisition also requires contractor support to perform adaptation of existing DAD and ETABS software developed for buildings with regular shapes in the previous acquisition and combine it to include the case of buildings with irregular shapes. This requirement is a logical follow on to previous award �1333ND21PNB730051 and no other contractor can meet Government requirements. Information for Interested Parties Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice. All responses to this notice of intent must be submitted via email to hunter.tjugum@nist.gov so that they are received no later than June 15, 2022 at 10:00 AM, Eastern Time.
