Description
Hannibal Locks and Dam Conductor Rail Replacement The U.S. Army Corps of Engineers, Pittsburgh District, has a requirement for the reconfiguring of the existing conductor rails and furnishing and installing a new conductor rail support system along the dam service bridge. The location of the work is at Hannibal Locks & Dam, Ohio River, Monroe County, Hannibal, Ohio. The overall contract requires the rails to be reconfigured to avoid interference with the bulkhead hoist lifting beam cables. The conductor rail system provides power to the dam bulkhead hoist equipment. The bulkhead hoist raises, lowers, and moves the dam emergency bulkheads along the dam, between the bulkhead storage areas and any of the eight dam gate bays and two lock chambers. All of the new materials required shall be provided by the contractor. However, the intent is to reuse most of the existing conductor rail sections. Before replacing the existing rail support system, the conductor rail components must be removed and temporarily stored, including the collector shoe assembly, which is mounted to the hoist operator cabin. The total length of the rail system is approximately 1200 feet. Once the replacement support system has been attached to the service bridge, the rail components can be reinstalled in the new configuration. This will require some modification to the existing rail sections. The collector assembly must be adapted to the new rail arrangement as well. The contractor shall be responsible for all electrical works, which must comply with the current National Electrical Code NFPA-70. This includes the electrical terminations on both the supply and load side of the reconfigured rail system, as well as testing to verify that the new system functions as required per the contract. Items removed by the contractor shall be properly disposed or recycled as appropriate. The lock and dam are operated 24 hours a day, 365 days a year by government staff. The dam lift gates are operated as necessary to control the river upper pool level to promote commercial navigation. The contractor will not be permitted to use the bulkhead hoist or dam auxiliary crane during the contract. Government staff will move the hoist through coordination with the contractor until the existing conductor rail is de-energized for required contract work. The work shall be completed within 365 Calendar Days after written Notice to Proceed. Disclosure of Magnitude of Construction (FAR 36.204 and DFARS 236.204) Between $500,000 and $1,000,000 The acquisition will be procured as 100% set-aside for small businesses. The resulting award will be for one (1) Firm-Fixed-Price (FFP) Contract. All responsible Bidders are encouraged to participate. The Invitation for Bid (IFB) will be issued on or about 28 June 2022, online through Procurement Integrated Enterprise Environment (PIEE) which posts the opportunity to SAM.gov; therefore, requests for hardcopies of the solicitation will not be honored. The North American Industrial Classification System (NAICS) Code for this acquisition is 238210 - Electrical Contractors and Other Wiring Installation Contractors. The Small Business Size Standard for this NAICS Code is $16,500,000.00. In order to submit a Bid on this project, your company must- 1) Have a Unique Entity Identifier (UEI) Number. Currently, considered as the DUNS. This is a unique ninecharacter identification number that is provided by Dun & Bradstreet (D&B) free of charge. 2) Be registered with an active registration on the SAM website as an Entity. There is no cost to use SAM. It is�MANDATORY that all vendors be registered on the SAM.gov website in order to receive contracts. 3) Be registered in the Procurement Integrated Enterprise Environment (PIEE) for the Solicitation Module with the Proposal Manger role. Requesting a Unique Entity Identifier Number (DUNS) Requesting a Unique Entity Identifier (UEI) takes about 10 minutes. Receiving a UEI (DUNS) takes about 1-2 business days when using the D&B web form. The form for completion can be found at https://fedgov.dnb.com/webform/pages/CCRSearch.jsp. The UEI is required for the SAM Registration. At this site, registration guidance is provided or you can check on the status of your company�s registration. Please be aware that SAM requires a Notarized Statement as part of their registration and renewal process. This process can take up to ten (10) days.
