Accordingly, no response is due at this time, nor will any questions of a technical or contractual nature be answered. Specific instructions on submitting responses will be contained in solicitation documents. A date and time for a site visit will be specified in the solicitation. A firm fixed priced purchase order is anticipated. Requirement is 100% set-aside for small business. The applicable NAICS is 237990 and the business size standard is $39.5 M size standard. Contractor shall be registered in System for Award Management (SAM)under the appropriate NAICS code. In accordance with Federal Acquisition Regulations (FAR) Subpart 36.204(b), Disclosure of Magnitude of Construction Project, the magnitude of this project is between $500,000 and $1,000,000. The location is Chesapeake and Ohio Canal National Historical Park, 4 Locks Boat Ramp in Clear Spring, Washington County, Maryland. The period of performance is for 1 year from the issuance of the Notice to Proceed. In compliance with FAR 22.403-1, Construction Wage Rate Requirements, the prevailing wage rates will apply. A solicitation will be issued as a Request for Proposal (RFP) solicitation. The solicitation subsequent to this announcement may be canceled at any time. NOTE: This notice does not obligate the government to award a contract nor does it obligate the government to pay for any quote preparation costs. Complete solicitation and attachments will be posted on or about June 24, 2022. USDA BioPreferred product categories apply to this acquisition. Project Description The Chesapeake and Ohio Canal National Historical Park preserves the rich history of the canal. Within the canal, there are many classified structures listed on the National Register of Historic Places. The contractor shall provide for all labor, materials, supplies, equipment, transportation, supervision, ancillary services, and all other necessary items to complete this project, performing all work in complete compliance with this Scope of Work, and any plans, drawings, and specifications issued or directed through this solicitation and award in order to ensure quality workmanship. At a minimum, the supplies and materials shall be of a quality to conform to all applicable Federal specifications. The work of this contract includes, but not limited to the following work, as detailed in the specification sections, and as shown on the attached drawings: 1. Replace existing concrete boat ramp with new articulating concrete block ramp. 2. Provide and install new 4�x 60�floating dock with a stiff-arm system. 3. Provide and install stairs and accessible access to the dock. 4. Provide and install stair access to the new ramp. 5. Add dedicated handicap parking spaces to the parking lot and access isle. 6. Remove silt and sedimentation, regrade, and stabilize grass area along parking lot perimeter. 7. Adjust grading and provide protection for the embankment around boat ramp and boat dock with rip-rap. 8. Install rain garden and stone diaphragm stormwater management facilities. 9. Repair approximately 1,200 linear feet of asphalt cracking in parking lot. 10. Contractor will provide a professional certification of the construction of all required stormwater management facilities in accordance with Maryland Department of Environment (MDE) standards and regulations.
