Description
PURPOSE OF SOURCES SOUGHT The purpose of this sources sought notice is to conduct market research pursuant to FAR Part 10 to gain knowledge of interest, capabilities, and qualifications of firms--especially small businesses including:� Native American/Indian-Owned Businesses, 8(a) Certified Small Businesses, Historically Underutilized Business Zones (HUB-Zone) Small Businesses, Woman Owned Small Businesses, Service Disabled Veteran Owned Small Busineses (SDVOSB), Small Disadvantaged Businesses (SDB), and Veteran Owned Small Businesses.� This notice is inteded strictly for market research to determine if a 100% set aside for Indian Economic Enterprise (IEE) firms, or if a 100% set aside for small business concerns can fulfill the requirements set forth in this sources sought notice.� No proposals are being requested or accepted with this sources sought notice.� SUMMARY OF SCOPE OF WORK Indian Health Service�s Phoenix Area Office (PAO) intends to award a five-year (base year, plus four one-year options) contract to between five and eight Contractors for behavioral health, alcohol, and substance use residential care services for referred American Indian/Alaskan Native patients. �Many of these patients reside in remote areas of Arizona, Nevada, Utah, and California with limited access to behavioral health services, making Contractor response time critically important.� Contractors shall provide all personnel, supplies, materials, and facilities required for culturally-sensitive integrated behavioral health, alcohol, and substance use residential services, as well as continuum of care, that is coordinated with the patient and referring counselor.��� The preferred place of performance is within Arizona, Nevada, Utah, or California, however proposals for treatment facilities in Washington, Oregon, Idaho, Colorado, or New Mexico will also be considered. �Please note that contracts will only be awarded to Contractors that run state-licensed residential treatment facilities.� The target population consists of federally-recognized American Indian/Alaskan Native tribal members referred from participating tribes, Urban Indian Organizations (UIOs), or IHS behavioral health/substance abuse programs. �Contractors with American Indian/Alaskan Native cultural and traditional service offerings are preferred, and will be ranked higher during evaluation.� The referred target population will be comprised of both men and women, 18 years of age or older, in need of residential treatment for alcohol and substance abuse�with some referrals requiring additional concurrent treatment for co-occurring disorders (dual diagnosis).� (Please note:� IHS intends to award multiple contracts to fulfill this requirement -- some will be to contractors who offer dual diagnosis treatment, the rest will be to contractors who do not.)� �Additionally, some referrals will be for patients who will be accompanied by their child/children up to six years in age (no more than two children per patient); those patients will require placement in a facility that provides schooling and/or daycare for the children while the parent is participating in the treatment program.� (Please note:� IHS intends to award multiple contracts to fulfill this requirement -- some will be to contractors who accept accompanying children, the rest will be to contractors who do not.) ADDITIONAL INFORMATION Respondents will not be notified of the results of this sources sought notice.� No reimbursement will be made for any costs associated with providing information in response to this notice, or any follow-up information requested.� Please note that a decision not to submit a response to this sources sought notice will be preclude a vendor from participating in any future soliciation.
