Description
THIS REQUEST FOR INFORMATION (RFI) IS A REQUEST FOR INFORMATION USING MARKET RESEARCH AND WILL BE USED FOR INFORMATIONAL AND PLANNING PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THERE IS NO FUNDING ASSOCIATED WITH THIS ANNOUNCEMENT. PURPOSE: Naval Sea Systems Command (NAVSEA) is conducting market research to determine the feasibility of procuring the following: Twenty-four (24) 10 to 12-meter or 32 to 40-foot Assault Boats (AB) under a separate, single award; Six (6) 16-meter or 52.5-foot Light Support Boats (LSB) under a separate, single award; and Twenty-four (24) 8.2 to 9-meter or 27 to 30-foot Scout Boats (SB) under a separate, single award. The Government is interested in market information pertinent to proven (e.g. existing vessels) vessels or crafts for potential Foreign Military Sales (FMS). In particular, the Government desires information pertaining to whole vessel characteristics, design information, operations, estimated acquisition costs, delivery time frames, and past sales information. Designs and Licenses are not limited to corporations within the United States. However, the construction/production must occur within the United States. Boat spares and associated training will be procured on separate line items and not a part of the overall vessel price. ANTICIPATED SCOPE OF WORK: The boats will be used by foreign military, partner nations, as a logistics support platform intended to extend riverine forces operational reach. The boats will have the APPROXIMATE characteristics as described in Attachment 1. RESPONSE CRITERIA: NAVSEA is seeking responses from interested parties that can provide at least one type of boat with the characteristics outlined above. Interested parties are encouraged to provide the following: Cover letter containing the following: The name and address of the interested party Location where such boats would be built; and� Point of contacts including names, titles, phone numbers, and email addresses. The following information for each type of boat (AB, LSB, and/or SB) the interested party can provide: Specifications or cutsheets that describe the boat(s) (in terms of hull equipment, engine specification, electrical system, command and control equipment, mechanical, etc.) being offered are of existing designs that meet the listed requirements the table above. The Government recognizes that interested parties may not have a platform that meets all the requirements. Interested parties are encouraged to respond to this RFI if minor deviations exist, but could be readily modified; General arrangements drawings of the boat; Estimated total construction time of the boat from start of construction to delivery at the builder�s facility; and Estimated rough order of magnitude (ROM) price for each boat, not including training and any associated spares. The Government would encourage pricing to identify the costs of including Heating Ventilation Air Conditioning (HVAC) and Generator as well as a price without this option. NOTICES REGARDING SOLICITATION:� This notice does NOT constitute a Request for Proposal and is not to be construed as a commitment, implied or otherwise, by the Government that a procurement action will be issued.� No telephone inquiries will be accepted and requests for solicitation packages will not be honored, as no solicitation is intended at this time.� THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT SOLELY ON THE BASIS OF THIS RFI.
