- REQUEST FOR INFORMATION CBP-RFI-06092022 MARITIME PATROL AIRCRAFT MISSION MANAGEMENT SYSTEM ENGINEERING SUPPORT THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This is an RFI released pursuant to FAR 15.201(e). This RFI is issued solely for information, planning purposes and market research only; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP. This RFI does not commit the Government to contract for any supply or service. CBP is not at this time seeking proposals. Responders are advised that the U.S. Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party�s expense. Not responding to this RFI does not preclude participation in any future RFP. If a solicitation is released, it will be via the System for Award Management (www.sam.gov). It is the responsibility of interested parties to monitor this website for any information that may pertain to this RFI. The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the Federal Government and will not be returned. CBP Air and Marine Operations (AMO) requires engineering services necessary to maintain the P-3 mission management system (MMS) software as well as access to Original Equipment Manufacturer (OEM) drawings for the P-3 Aircraft. Lockheed Martin Aeronautics (LM) is the original aircraft manufacturer of the P-3 aircraft and its mission management system (MMS) software. The services to be acquired are P-3 Mission Management System Engineering Support Services for a mixed fleet of fourteen P-3 aircraft consisting of both Airborne Early Warning (AEW) and Long-Range Tracking (LRT) configured aircraft. �The MMS software was designed, developed, integrated, tested, and has historically been maintained by Lockheed Martin Aeronautics specifically for CBP�s P-3 mission. �This support includes: P-3 Engineering Support for the MMS to include: On site representation is required at two Operational Centers located in Jacksonville, FL and Corpus Christie, TX On site MMS support services for day-to-day software support/troubleshooting, upgrades, structural, mechanical, and electrical engineering changes related to the MMS.� Software reprogramming both on aircraft and in the Software Integration Lab (SIL), as well as resolving related aircraft equipment support/troubleshooting resulting from modification, upgrades, and/or technical support of the MMS Associated P-3 and mission equipment engineering (integration of the MMS with other P-3 and mission equipment): Sensors Radar Communications Cockpit installed devices that integrate with MMS Repair support (provided repair Statement of Work (SOW), repair instruction, and/or identify vendors) Continue and maintain support of a dedicated mission SIL (located at vendor facility in Marietta, GA) Data development and documentation services i.e. Statement of Works (SOW), drawings or Engineering Assessments (EA)� Access to OEM Drawings with third-party data rights for repairs P-3 service mission profile, or operational usage analysis. The objective of this analysis is to define the operational usage and environmental criteria to be used for fatigue and crack growth stress time history development.� These stress time histories will be used in fatigue analyses to determine the Fatigue Life Expended (FLE) of each aircraft and crack growth analyses to determine a Total Life Index (TLI) of each aircraft Timeline Submission of Questions � via e-mail � close of business (COB) local Washington DC time on June 19, 2022 � see instructions below Submission of Responses � via secure CBP.BOX.com link � COB local Washington DC time on July 8, 2022 � see instructions below Submission of Questions Questions regarding this RFI shall be submitted via email to Joquita Wheeler at JOQUITA.M.WHEELER@cbp.dhs.gov . Submission of Responses Responses to the RFI should be submitted in Microsoft WORD or Adobe PDF format and shall be limited to 25 pages in length. The first page of the response will provide: (1) company name; (2) address; (3) company business type (large or small); and company contact for questions and/or to schedule follow-on market research conversations. However, concept drawings, line diagrams, process flows, and organizational charts, if needed to explain how functions would be performed, or quality controls put in place, may be included. If communications occur, they would be intended to obtain additional clarification on the potential capability of a company to meet the requirements contained herein, or the benefits and risks of the options under consideration. Any discussions would be with individual offerors, and not with all or groups of potential offerors.
