- 1. GENERAL Introduction. In accordance with VA Directive 0730 (12 December 2012) the Saint Petersburg Veterans Administration Regional Office (VARO) is responsible for the safety and security of its employees of which includes access to employee parking lots. St Petersburg VARO must replace an existed 3 phase transformer that is no longer performing as intended. Scope of work. The Contractor shall provide all supervision, labor, administrative support, materials, tools, parts, supplies, equipment, software, hardware, and transportation necessary to fulfill effectively and efficiently all the requirements of this Statement of Work (SOW). The work must include the replacement of the existing 3 phase 75KVA transformer with a comparable transformer. The transformer must meet all the existing requirements and accommodate any adjustments deemed necessary for proper building function. The Contractor must be responsible for the removal and disposal of the old transformer and installation of the new equipment. Upon completing the installation of the new transformer, the electric to the east wing must be fully restored and the building must be operational prior to opening on the next business day. The COR assigned to the project is Aaron Van Dam and will be the RO POC (email aaron.vandam@va.gov PH# 727-319-7956). All communication will have to go through the Contract Officer (CO) and the Contract Officer Representative (COR) assigned to the project is Aaron Van Dam. The COR will be the RO POC (email aaron.vandam@va.gov PH# 727-319-7956). Duration. The work shall be started and completed during a ONE weekend period of time (Saturday and Sunday). The building wing will have to shut down and no other time is available to do so. The expectation is that all work will be completed 30 days or less from the notice to proceed. The electric to the east wing must be fully restored and the building must be operational prior to opening on the next business day. Location. The transformer location is on the second floor of BLDG 46 EAST WING ROOM 224D. Address of the St. Petersburg Regional office BLDG 46 is 9500 BAY PINES BLVD, ST. PETERSBURG, FL 33744. GOVERNMENT FURNISHED ITEMS AND SERVICES Operator care. The government (VARO, St Petersburg) will be responsible for operator care of the parking gates which entails using the equipment in accordance with the manufacture s guidelines. Parking. The government shall provide the contractor parking space at no cost, as well as access to the VARO loading docks as necessary. CONTRACTOR FURNISHED ITEMS AND SERVICES GENERAL. The Contractor must be responsible for the removal and disposal of the old transformer and installation of the new equipment. Upon completing the installation of the new transformer, the electric to the east wing must be fully restored and the building must be operational prior to opening on the next business day. All tools, equipment, wires, connectors, fasteners, and any other necessary equipment or material must be supplied by the contractor. Each area worked in by the contractor must be cleaned prior to completion of work that day. The work area must maintain a swept clean appearance prior to finishing for the day. The buildings electrical power will be tested upon completion to ensure no electrical issues remain. A contractor supervisor must be on site (St. Petersburg Regional Office) and present during any work being conducted. Competencies. The Contractor will have a thorough knowledge of the installation and full functionality of 3 phase transformers and their installation, operation, repair, functionality, and market availability. Installation / Diagnostic tools. The Contractor must provide and utilize on the job site any diagnostic equipment that enables the Contractor to diagnose/troubleshoot/repair/replace the transformer and all other components to the transformers. SECURITY. During normal business hours, the Contractor is required to enter and exit the St Petersburg VARO through the front entrance. Entering or exiting the building through any other door will require VARO approval and an escort will be required. Upon entering the building, the contractor and/or contractor employees will be required to show proof of identity (must have a valid photo ID) as well as pass through a security screening. All weekend and after-hours work will be monitored by the COR assigned who will be on site through the duration of the project. SAFETY. The following safety criteria must be met at the time of the acceptance inspection: Equipment. The Contractor must provide all safety equipment/devices, personal protective equipment and clothing as required for its employees. Restricted equipment. The Contractor must not use propane-fueled portable equipment in the performance of the work required by this contract. LOCATION. All work will be completed at the Department of Veterans Affairs St. Petersburg Regional Office (BLDG 46), 9500 BAY PINES BLVD, ST. PETERSBURG, FL 33744. Support Services Main PH# 727-319-5999.
