- This Sources Sought is updated due to a significant change in the description of the requirement. The subject Contract Opportunity is in the Market Research phase. Please include a GSA Schedule only if the requirement as described below is available on the established GSA Schedule in your response. Please include any further Request for Information (RFI) in your response. Salient Characteristics for Controlled Space The structure shall be complete and useable and at a minimum, contain the following specifications. Overall Description: Turn-key fully functional mission ready controlled facility with a security monitoring system established in accordance with (IAW) Intelligence Community Directive (ICD) 705, Intelligence Community Standard (ICS) 705-1, ICS 705-2, Intelligence Community (IC) Technical (Tech) Specification (Spec) 1.5.1, and Department of Defense Manual (DODM) 5105.21, and Army Regulation (AR) 380-128 for accreditation requirements. In compliance with Telecommunications and Electrical Machinery Protected from Emanations Security (TEMPEST) certification requirements as determined by a Certified TEMPEST Technical Authority (CTTA). The Controlled Facility is designed as pre-engineered/prefabricated modular building; or by using International Organization for Standardization (ISO) shipping containers. IAW IC Tech Spec 1.5.1 Chapter 3, E., Controlled Space will include one (1) High Security Vault STC 52 Primary Door, STC 50 secondary door, and STC 52 emergency egress-only door with no entry capability.� Interior doors shall be provided to access each room. Primary door should open to the Foyer. will have Sound Transmission Class (STC) rating of 50 with: (1) one X-10 GSA Approved daytime access control lever set increased Electronic Emissions Security (EMSEC) Radio Frequency (RF) shielding of 60Db perimeter wall enhancement sound masking interior finishes generator Intrusion Detection System (IDS) Closed Circuit Television (CCTV) IAW ICD 705, Chapter 6, IC Tech Spec, Chapter 8-E. and Chapter 11-D. The perimeter fence and all access areas of the site including all necessary software, power supplies, and electrical/network infrastructure to function as one system. System should provide recording capability for playback. The Controlled Space will support at a minimum, five (5) partitioned rooms with STC 50 walls with door entry to each including one (1) Foyer, one (1) Work Area, one (1) Video Teleconference (VTC) Conference Room, one (1) Executive Office, and (1) Telecommunications and Electrical Room. Controlled Facility will provide eleven (11) total workstations including nine (9) within the Work Area, one (1) within the VTC Conference Room, and one (1) within the Executive Office.� IAW ICD 705, the foyer provides access to primary door entrance in compliance with Chapter 3 section E consisting of Sound Group 4 (STC52) Interior Acoustic Door Assembly (3.E.6 & 11) and an Interior Acoustic Barrier Wall separating Foyer from protected spaces, and acoustic security complying with ICD 705.� Includes Personal Electronic Device Locker. The Controlled Space will be capable of supporting four (4) networks, including: Non-Classified Internet Protocol Router Network (NIPR) Secret Internet Protocol Router Network (SIPR) Joint Worldwide Intelligence Communications System (JWICS) Mission Partner Environment (MPE) network access The Work Area contains at a minimum: nine (9) workstations partitioned with each workstation supporting the above four (4) networks (NIPR, SIPR, JWICS, MPE), four (4) computers, one (1) Unclassified Voice Over Internet Protocol (VOIP), one (1) Secret VOIP, one (1) TS VOIP, one (1) MPE VOIP, and nine (9) fold down desks. Work Area Room provides space for three (3) printers, one (1) shredder, and one (1) four-drawer safe in compliance with ICD 705. The VTC Conference Room that supports at a minimum, ten (10) staff members; one (1) conference table, one (1) workstation with each supporting the four networks listed above (NIPR, SIPR, JWICs, MPE), one (1) Unclassified VOIP, one (1) Secret VOIP, one (1) TS VOIP, one (1) MPE VOIP, with desk, and meets Sound Group 4 Standards IAW ICD 705. The Executive Office that supports one (1) desk supporting the four networks listed above (NIPR, SIPR, JWICs, MPE), one (1) Unclassified VOIP, one (1) Secret VOIP, one (1) TS VOIP, one (1) MPE VOIP, with desk, and meets Sound Group 4 Standards IAW ICD 705. Executive Office provides space for three (3) printers, one (1) shredder and one (1) four-drawer safe. The Telecommunications and Electrical Room will have a dedicated circuit breaker capable of supporting the network hardware inside of it. HVAC is capable of cooling the Telecommunications and Electrical Room to sixty (60) degrees Fahrenheit while the network system is under full load. The Controlled Space structure (or modular) shall be placed on concrete slab or gravel to provide stability with construction provided by government internally. The concrete slab or gravel will filter and act as a french drain. The Controlled Space must be capable of processing Unclassified, Secret, Top Secret, and Sensitive Compartmented Information (SCI) and guaranteed to comply with all Controlled Space accreditation requirements. Temporary Electronic Security System (TESS) design, installation and operation. Key technical specs: MUST HAVES. Size:� Foyer at a minimum, 6 x 12 ft. Work Area at a minimum, 30 x 12 ft. VTC Conference Room at a minimum, 20 x 12 ft. Executive Office at a minimum, 12 x 12 ft. Structure may be composed of one or multiple containers, yet connected for passageway through interior doors. VTC Conference Room and Executive Office must be adjacent. Foyer must be adjacent to Work Area and not directly connected/adjacent to the VTC Conference Room. Exterior: No windows. IAW ICD 705, sound attenuation must be in place to prevent audio or conversations heard outside the Controlled Space.� The Controlled Space must incorporate a filter for water runoff to dissipate and drain properly. Interior: IAW IC Tech Spec 1.5.1, 3-C.3, Open Storage without SID Wall B or Wall C-suggested wall for Expanded Metal or for Plywood.� IAW IC Tech Spec 1.5.1, 3-D, floors and ceilings shall be constructed to meet the same standards for force protection and acoustic protection as walls. IAW IC Tech Spec 1.5.1, 9-B, all floor and ceiling penetrations shall be kept to a minimum. Sound attenuation must be comply at a minimum with Sound Group 3. IAW IC Tech Spec 1.5.1, 3-G, electrical utilities should enter the Controlled Space at a single point. IAW IC Tech Spec 1.5.1, 3-G, All utility (power and signal) distribution on the interior of a perimeter wall treated for acoustics or RF shielding shall be surface mounted, contained in a raceway, or an additional wall shall be constructed using furring strips as stand-off from the existing wall assembly. IAW IC Tech Spec 1.5.1, 3-G, the construction of an additional wall is used, gypsum board may be ? inch-thick and need only go to the false ceiling. The electrical and network receptacles will be mounted with the finished wall and enclosed with appropriate wall plates. Electrical Distribution System: Electrical system shall provide sufficient power to operate all contractor provided/installed components as well as enough power to operate a minimum of thirty three (33) computers, two (2) shredders, six (6) printers, four (4) desktop VTCs, eleven (11) Voice over IP telephones, one (1) three enclave VTC room suite, and sufficient power reserves. Power requirements must also include the power requirements for the projected amount of Switches, Servers, Tactical FASTLANE (TACLANEs), multiple screen displays, etc. for each security classification. Shall include one (1) main distribution panel U.S. voltage 110v 3 phase Each room shall have at a minimum 100A, 3PH Power Line filter with 100dB insertion loss 14 kHz to 40GHz. Shall be capable to connect to both Building 525, Fort Shafter building power and include connector for current existing backup generator and surge suppression equipment in vicinity of the Controlled Space to support Workstations (Laptop/Desktop), printers, security equipment, network equipment, etc. At a minimum, four (4) additional power outlets in each room separate from power outlets required to power all equipment listed above: Foyer, Work Area, VTC Conference Room, and Executive Office. Shall be capable to connect to both Building 525, Fort Shafter building power and current existing backup generator in vicinity of the Controlled Facility. All electrical work shall comply with the latest version of IC Tech Spec 1.5.1, and the National Electric Code. Option for hard wire into a panel box, or cannon plug option. Electrical distribution (in-wall or surface mounted) Alarm System: The contractor must procure and install Enterprise Integrated Commercial Intrusion Detection System Follow-On (ICIDS-V) system with a Controlled Space Package Army System of Record to ensure compatibility with the existing U.S. Army Pacific ICIDS-V system. The contractor will be responsible for providing active Plain Old Telephone Service (POTS) drop. Response times for Intrusion Detection Systems (IDS) shall meet 32 CFR Parts 2001 and 2004. Closed Storage response time of fifteen (15) minutes. Open Storage response time within fifteen (15) minutes of the alarm annunciation if the area is covered by Security-in-Depth (SID) or a five (5) minute alarm response time if it is not. The IDS shall be built IAW Tech Spec Version 1.5 Chapter 7. IDS installation related components and monitoring stations shall comply with Underwriters Laboratories (UL) Standard for National Industrial Security Systems for the Protection of Classified Material, UL 2050. Installation shall comply with an Extent 3 installation as referenced in UL 2050. The control panel will be capable of monitoring locally and remotely when connected by POTS telephone line and data transmission cabling. All power and communication lines will be dedicated for the alarm and will have an emergency battery backup to ensure continued service during the loss of power. When activated it will alert Fort Shafter Military Police guard station or designated authority and sound an audible alarm. One phone will be located on the exterior of Controlled Space to call police / military police station when secured. HVAC: HVAC systems shall be built IAW IC Tech Spec 1.5.1, 3.G.7. � All vents and ducts shall be protected to meet the acoustic requirements of the Controlled Space. Walls surrounding duct penetrations shall be finished to eliminate any opening between the duct and the wall. All vents or duct openings that penetrate the perimeter walls of a Controlled Space and exceed 96 square inches shall be protected with permanently affixed bars or grills. The adjustable thermostat control for heat and air conditioning and remotes shall be mounted in a reasonable location inside the Controlled Space. The HVAC will also have an integral heat pump system. The HVAC systems will be on its own breaker. Lights: Lights, signs, or other alerting mechanisms or procedures shall be used to alert Controlled Space occupants of the presence of uncleared personnel. The interior of the Controlled Space will have ceiling mounted light fixtures, capable of illuminating the entire Controlled Space to general office lighting standards. The lights will be turned on and off by a switch on the interior of the Controlled Space. The exterior of Controlled Space will have sufficient lighting to make sure all pathways and access points are well lit and accessible for random inspections. The system will be supplied with four (4) battery-powered (12 hour) emergency light mounted on walls of the Controlled Space. In the event of power outage the light will automatically illuminate providing adequate light to facilitate exiting the Controlled Space. Additional Considerations: Site preparation will be provided by Troop Labor internal to customer. Concrete pad and other site preparation specifications must be provided to the customer when contract is awarded. Floorplans (Diagrams) for the Controlled Space will be submitted to customer for guidance. These drawings will be utilized to develop the locations for communications network port and electrical receptacles for the interior space of the Controlled Space. The contractor shall provide at a minimum, a monthly report to designated officials of project status and address any concerns. Contractor should be able to complete the shipment within 40 weeks or less. Protected space will provide acoustic sound attenuation to Sound Group 4, or a minimum of STC50 for amplified sound Fiber optic network package includes Color code for four channel networks.� The contractor will ensure each desk will be scalable to hosts multiple computer systems and multiple unclassified and secure telephonic devices systems while meeting separation requirements IAW RED/BLACK Installation Guidance (CNSSAM TEMPEST/1-13). Each desk will have a wall-mounted receptacle to connect user computers.� Each receptacle will have ports to connect fiber optic cables, a minimum of two for each domain (NIPR = Green, SIPR = Red, JWICS = Yellow, MPE = Purple) from the computer system to the wall. The network system will consist of a 2U, 48-port patch panel for each domain, mounted inside a communications 6U server/media rack mounted in the Telecommunications Room. Network racks must meet separation requirements IAW RED/BLACK Installation Guidance (CNSSAM TEMPEST/1-13). The cables from the receptacles will run to the patch panel. The patch will connect to a junction box to allow easy plug play access to the government point of presence. Acceptable Color: Tan Brown, Dark Olive Green, Black
