Description
The Department of Energy�s (DOE) Office of Headquarters Procurement Services has a requirement for Artificial Intelligence and Machine Learning Training for the Artificial Intelligence and Technology Office (AITO). The appropriate North American Industry Classification System (NAICS) code is 611310, Colleges, Universities and Professional Schools, and the applicable size standard is $30 million. DOE will not accept responses from any companies, contractors, or other entities outside of the above-mentioned classification code. �Furthermore, this pilot is only for Historically Black Colleges and Universities (HBCUs). Specifically, DOE has a need for a HBCU to provide a pilot-based training program for AITO�s new workforce training initiative.� DOE intends to award a sole source purchase order to Bowie State University (BSU) in accordance with FAR 6.302-3(a)(2)(ii); full and open competition need not be provided for when it is necessary to award to a particular source in order to establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center. This award will result in a firm fixed price (FFP) purchase order to BSU. It will have a period of performance for two years to include one option period. All HBCUs eligible to meet this requirement must respond in writing. Responses must be supported with strong and convincing evidence that clearly articulate the ability to satisfy the requirement as outlined in the draft Statement of Work (SOW). If DOE does not receive responses that demonstrate comparable capability within fifteen (15) calendar days after publication of this notice, then a sole source acquisition award will be made. Responses to this notice must be sent to Sirron.Scott@hq.doe.gov. The Justification for Other Than Full and Open Competition will be posted in accordance with FAR 6.305(a).
