- This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in FAR 12.603 Streamlined solicitation for commercial products or commercial services, and FAR Part 13, Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is�12405B22Q0178�and is issued as a request for quotation (RFQ). This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2022-06. This will be a Total Small Business Set-Aside. �The associated NAICS Code is�238210 Electrical Contractors and Other Wiring Installation Contractors.� The Small Business Size standard is $16.5M. Description of Work: The U.S. Department of Agriculture (USDA), Agriculture Research Service (ARS), Harry K. Dupree Stuttgart National Aquaculture Research Center (SNARC), Stuttgart, AR location has a requirement for the installation of monitoring equipment for emergency generators and blower in strict accordance with attached Performance Work Statement (PWS).� The MINIMUM requirements for this replacement equipment/installation are:� 8 control panels 8 communicators 8 external antennas for communicators installed in maximum reception locations 8 voltage monitors 8 relay to activate alarm 8 weatherproof for controls, keypads, cellular module Voltage monitors on generator side of the transfer switch Must use Verizon cellular service (Verizon seems to be the most reliable cellular provider in the area) Must provide 2-year 24-hour free tech support, 1 year on site free tech support, and 1 hour on site response time if needed Free unlimited text or phone call notifications to multiple phones Must have available zones on each control if needed for future expansion Monitoring fees included until October 1, 2023�� Installation location:� USDA/ARS/SEA, Harry K. Dupree Stuttgart National Aquaculture Research Center (SNARC), 2955 Hwy 130 East, Stuttgart, AR 72160� � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � �� DOCUMENTS TO BE INCLUDED IN QUOTE:� In order to be considered for award, Offerors shall respond by: Providing one (1) original fully completed and signed SF-18 (complete blocks 13, 14, 15, and 16).� Provide at a minimum the following (i) Identification of the Point of Contact, current phone number, and email address, (ii) SAM UEI Number.� Acknowledgment of all amendments by completing blocks 15a, b, and c of the SF 30. Providing a quote on company letterhead addressing all of the requirements of the RFQ, clearly note per item pricing, shipping/handling/delivery costs, and be valid for at least 60 days after receipt of quote. Have an Active SAM.gov registration and complete the Representations in FAR 52.204-54; the Representation and Certification section should also be completed electronically in the System for Award Management (SAM) at www.sam.gov. FAR clauses 52.212-1, 52.212-2, 52.212-3, 52.212-4 and 52.212-5 (and any addenda to those clauses) are included in the attached clauses and provisions document.� Additionally, other contract requirements and terms/conditions can be located in the same document. The Government anticipates award of a contract resulting from this solicitation to the responsible offeror whose quote conforms to the specifications that will be the most advantageous to the Government in accordance with FAR 13.106-2 considering three major areas: technical acceptance, past performance and price.� Quotes will be evaluated by performing a comparative evaluation in accordance with FAR 13.106-2(b)(3) to determine which quote represents the best as a whole.� The Government has the discretion to accept other than the lowest priced quote that provides additional benefits. All interested firms wishing to furnish a quotation shall furnish a quotation by Wednesday, June 22, 2022, no later than 3:00 p.m. Central Time (CT). Quotations are to be sent via email to Monte Jordan @ monte.jordan@usda.gov. �Only Email submissions of quotations will be accepted.� All questions pertaining to this solicitation must contain reference to the solicitation number and must be submitted, in writing only via e-mail to monte.jordan@usda.gov no later than COB June 20, 2022.
