- Description
- This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institutes of Health (NIH) intends to award a fixed price contract with one (1) three-month base period and one (1) twelve-month option year to Cepheid, Sunnyvale, CA 94089 on a sole source basis to provide reagents for the Department of Laboratory Medicine (DLM), Microbiology Service at the NIH Clinical Center (CC). The existing Cepheid GeneXpert 4-drawer and GeneXpert 12-drawer instruments located within the DLM provide rapid, efficient, and sensitive extraction of nucleic acid from clinical samples, which allow for timely identification of the presence of infectious agents and hastens treatment. The reagents and supplies required for use with these instruments detect the presence of multidrug resistant organisms, respiratory viruses, and tuberculosis in patient samples that are of epidemiological significance. Tests performed with these reagents and supplies directly influence the treatment of patients in the Clinical Center. The Cepheid reagents and supplies are the only products that can be used with the existing Cepheid instrumentation located within the DLM. The GeneXpert instruments and their associated reagents and supplies are proprietary to and exclusively distributed by Cepheid. As such, no other vendor is capable of providing the Government with the required reagents. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 � Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available.� Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
