NOTE: Immigration and Customs Enforcement (ICE) does not anticipate a response to this special notice.� SPECIAL NOTICE Homeland Security Investigations (HSI) - Investigative Case Management (ICM) ICEHSIICM-6.16.2022� June 16, 2022 A.� PURPOSE OF SPECIAL NOTICE THIS IS A SPECIAL NOTICE ONLY. This special notice is issued to notify industry of the Government�s intent to solicit a competitive acquisition. U.S. Immigration and Customs Enforcement (ICE) intends to award a competitive contract for Homeland Security Investigation�s (HSI) Investitive Case Management (ICM) requirements in Fiscal Year (FY) 2024 or FY 2025. As such, a formal solicitation for this acquisition could be released as early as October 2023. B.� ADDITIONAL INFORMATION HSI requires an investigative case management solution that is capable of performing highly advanced search and subject linkage functions. For example, HSI needs a solution that is capable of managing six types of subjects (i.e., person, vehicle, vessel, aircraft, business, and thing), both independently and as linked subjects. Palantir Technologies Inc.�s (Palantir) Gotham platform was selected as HSI�s ICM solution as a result of a competitive acquisition in 2014, to meet this need. Palantir�s Initial Operating Capabilities (IOC) were delivered in June 2016, with Full Operating Capability (FOC) reached in August 2017. Palantir continues to support this requirement. Provided a competitive acquisition is solicited in October 2023, contract award is anticipated in February 2024, with development, production, integration, and support of the new system expected to be complete three and one-half years later. ICE is on target to sunset the current ICM solution in (approximately) September 2027, consistent with the 10-year operational life expectancy of the current solution and ICE�s anticipated competitive acquisition procurement schedule. ICE�s recent and extensive market research, including RFI�s, Industry Day events, and One-on-One sessions, produced valuable insight into current market capabilities that informs ICE�s competitive acquisition strategy. Market research demonstrates that there are multiple investigative case management solutions available in the current marketplace that are capable of performing highly advanced search and subject linkage functions; however, no existing solution is capable of providing the full functionality required for HSI�s investigative case management system by the time the current award expires in September 2022. Each solution identified through market research requires significant development to integrate with ICE�s existing infrastructure and time to obtain an Authority to Operate (ATO). To avoid an operationally unacceptable lapse in service and support, ICE anticipates issuing a sole source award to Palantir to renew its Gotham licenses and continue Operations and Maintenance (O&M) and Custom Enhancements support while ICE recompetes the ICM requirement. The anticipated sole source award to Palantir will be issued pursuant to Palantir�s GSA contract, GS-35F-0086U.
