- NOTICE TO SOLE SOURCE -� ATMTF requires a personality assessment for the Command Assessment Program (CAP) that covers all five personality traits (extraversion, agreeableness, openness, conscientiousness, neuroticism) and their accompanying domains to assist in selection and recruitment. The personality assessment must have web-based access with assessments and score reports for the command psychologist team�s analysis within 24 hours. The goal of the Battalion Command Assessment Program (BCAP) for LTC/GS-14 CAP candidates is to include tests in the battery that are widely used in the Assessment & Selection (A&S) field for screen-out purposes, evidences strong reliability and validity, is used for developmental purposes, and assists in determining effective and productive interpersonal characteristics.
