Description
THIS IS A SINGLE SOURCE, COMBINED SYNOPSIS/SOLICITATION. This is a combined synopsis/solicitation for commercial items prepared in accordance with the information in FAR Subpart 12.6, using the Simplified Acquisition Procedures found at FAR Part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (https://www.neco.navy.mil/). The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk (FLCN), Contracting Department, Detachment Philadelphia hereby provides notice of its intent to award a firm-fixed-price (FFP) purchase order to a single source: Society of Women Engineers (CAGE: 055N8; Address: 130 E. Randolph St., Ste. 3500, Chicago, IL 60601-6314). The Government intends to solicit and negotiate with ONLY ONE SOURCE under the authority of FAR 13.106-1(b), Soliciting from a Single Source. The RFQ number is N0018922QZ235. This synopsis/solicitation documents and incorporates provisions and clauses in effect through FAC 2022-06 and DFARS Publication Notice 20220428. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 813920 and the Small Business Standard is $20.5 million. CLIN 0001, SWE Corporate Partnership Services, (FFP, 1 Lot). This requirement is being processed on behalf of the Navy Recruiting Command (NRC). The purpose of this procurement is to acquire services supporting NRC�s participation in several recruiting and outreach venues through a number of events scheduled by the Society of Women Engineers during a 12-month period. The Navy recruiting mission is to aggressively recruit the best and the brightest students to serve our nation. SWE provides the Navy access to these talented female students. In support of the Chief of Naval Operations Diversity Policy, it is important for Navy Recruiting Command and required personnel to participate in Society of Women Engineers National Conference and other recruiting/outreach events through the year. Services covered by this procurement include the following: Participation in the SWE Annual Conference in Indianapolis, IN; Participation the in SWE Annual Conference IIBI Outreach Expo; Corporate Partnership Membership; and Participation in the 2022 WE Local Conferences (3 total). Moreover, as a part of each conference participation, NRC will have multiple conference registrations for Navy recruiters, the use of an exhibit booth, and prominent logo placement and acknowledgement in all promotional advertisements. The Navy�s logo will be on the conference website for duration 12-month period of performance, including: recognition as one of SWE�s major supporters on the CPC Banner at the Annual Conference; top tier placement and link on SWE website and Interactive logo on SWE�s website; named sponsor on all appropriate SWE brochures, flyers and e-mails; and unlimited year-round access to SWE�s online Career Center both for posting jobs and searching the resume database. The anticipated period of performance is 15 September2022 to 14 September 2023. FOB Destination applies. Responsibility and Inspection: unless otherwise specified in the order, the contractor is responsible for the performance of all inspection requirements and quality control. The following clauses and provisions apply to this procurement: - 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services - 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services - 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services Moreover, the quoter shall complete FAR 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, and include a copy with its quote.. Additional information pertinent to this posting is provided herein as an attachment and includes, but is not limited to, the following: line item information for quoting purposes, a Statement of Work (SOW), and a copy of all clauses and provisions applicable to this synopsis/solicitation. The proposed contract action is for commercial services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1. Society of Women Engineers is the only organization found capable of hosting the required type of female focused conference and regional career fairs with science, technology, engineering and math (STEM) being the overall focus. The Navy has a very high interest in recruiting the best and the brightest talent across the nation. SWE has a program that promotes education in several STEM fields to female students. Through NRC�s participation in SWE events, the Navy will benefit from outreach to SWE�s well-educated members who have their educational background in several of the sciences, technology, engineering, and math fields. SWE�s events will provide increased visibility about the Navy to female STEM career path students and influencers. SWE has the means and the community facilities to provide this service to address female STEM students. Although the Navy is making progress, it must continue to build a pipeline for talented female leadership that will be equipped to handle future challenges. The Navy will have the opportunity to meet potential candidates at the SWE conferences held during the year to include the various Career Fairs across the nation throughout the end of the contractual period. This is an opportunity for the Navy to support and participate not only for recruiting today�s female engineers and but also possible future ties for distance learning programs for Nuclear Power School, Civil Engineer Corps and Medical/Dental Graduates. Society of Women Engineers is the only organization identified by NRC that can provide the required services based on the association�s primary focal point of women in STEM fields. Although there are several entities who centralize on women advancement, growth, and development in our country, SWE is the only female-focused organization initiating an organized sponsorship conference known to NRC at the time of request. Interested parties may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement no later than 28 June 2022, 1500 Eastern Standard Time (EST). A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency; however, only services meeting the NRC�s requirements will be considered for award. The Government will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered; all responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine whether a competitive solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Registration is free and can be completed online at http://www.sam.gov/. Interested parties are encouraged to furnish information. No documents submitted will be returned. By submitting capability information, the contractor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Contract Specialist Bridget Blaney by email at bridget.blaney.civ@us.navy.mil. The capability documentation should include general information and technical background describing in detail the prospective contractor�s capabilities and experience that will demonstrate the ability to support these requirements.
