- U.S. DEPARTMENT OF THE TREASURY OFFICE OF TECHNICAL ASSISTANCE SENIOR FINANCIAL SPECIALIST The U.S. Department of the Treasury's Office of Technical Assistance (OTA) provides technical assistance in over 50 countries in five functional areas: economic crimes, government debt and infrastructure finance, budget and financial accountability, banking and financial services, and revenue policy and administration. OTA is seeking a Senior Financial Specialist for its Washington, D.C.-based headquarters to support its global projects. The person selected will be hired under a personal services contract and will perform accounting functions and other financial related analyses to assist the Finance Manager in ensuring accuracy and timeliness of official accounting records, reports, and cost information for OTA projects and activities. This includes personal services contract (portfolio) management to mitigate the potential for over/under payments to personal services contractors (PSCs), insufficient funding due to posting errors and the need to frequently modify contracts due to those errors. This is a PERSONAL SERVICES CONTRACTOR position; NOT a civil service position. SCOPE OF POSITION The Senior Financial Specialist performs accounting functions and other financial analysis which may include: Reconciling contract activity using accounting data from electronic financial systems (ORACLE, ORACLE BUSINESS INTELLIGENCE [OBI]) Researching and analyzing discrepancies related to commitments and obligations. Submitting requisitions in PRISM as part of the routine maintenance of OTA advisor contracts including obligating new funds, de-obligating surplus funds, and processing administrative modifications to make other contract changes. Assisting in creating ad hoc financial reports as requested by the Finance Manager and running existing reports on monthly or quarterly basis. Representing the finance staff on committees and working groups evaluating and reforming office procedures.� Research and report on the financial and accounting aspects of program activities. Training accounting staff in reconciliation and requisition procedures and PRISM processing. Providing back-up in the following areas: Auditing business vouchers, resolving discrepancies, and coordinating the approval of vouchers being processed for payment. Certifying funds requested for obligation on travel authorizations in CONCUR. Reconciling NFC 401(k) participant contributions with individual retirement savings plan accounts. Preparing file to populate 401(k) contributions. Reconciling accounting reports and requesting appropriate corrections. Performing special research projects concerning financial and accounting aspects of program activities. QUALIFICATIONS: B.A. in accounting, finance, or related field is desired. Knowledge of Treasury accounting systems, significant accounting or financial-related experience is preferred.� Must have knowledge and skill to apply financial concepts, principles, procedures, and techniques to personal services contract reconciliations, to produce reports and analysis of contract reconciliations, and to create original worksheets and financial reports related to international technical assistance programs. Requires skill and knowledge to serve as senior technical point of expertise on financial support matters to other financial specialists, program staff, and management, as well as assisting in developing new or revised financial procedures to improve the financial management process.� Extensive experience with EXCEL, word processing, and ACCESS is mandatory. U.S. citizenship is required. SALARY AND BENEFITS: In accordance with program regulations and based on demonstrated salary history, salaries range from $51.18 to $66.54 per hour.
