- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP), Request for Quote (RFQ), or a promise to issue an RFP or RFQ. Furthermore, those who respond to this RFI should not anticipate feedback with regards to its submission; other than acknowledgement of receipt � IF a request for an acknowledgement is requested by the submitter. This RFI does not commit the Government to contract for any supply or service. The Defense Counterintelligence and Security Agency (DCSA) is not at this time seeking proposals. Responders are advised that the Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party�s expense. Not responding to this RFI does not preclude participation in any future RFP or RFQ. All responses to this RFI become the property of the Federal Government and will not be returned. PURPOSE OF THIS RFI The Defense Counter Intelligence and Security Agency (DCSA) is responsible for conducting the majority of Background Investigations for the Federal Government to support suitability, national security clearances, and regulatory investigations. The Government intends to contract for toll aggregation services for the General Service Administration (GSA) lease vehicles in the agency fleet. The fleet of government owned vehicles (GOVs) is spread across the country and needs the ability to travel on toll roads without interruption using automated transponders or other technology with an internet based reporting and billing system. The full requirement for contractor provided toll aggregation services includes transponder equipment and customer support. This is a Request for Information that will be used to assist in determining the appropriate socio-economic set-aside and in identifying potential small business sources that are interested-in and capable-of providing services and supplies in support of the DCSA Security Program Office. The DCSA requirement will result in a non-personal services contract to provide toll aggregation services. The Government shall not exercise direct supervision over the contractor�s employees performing services, the Contractor employee shall be accountable solely to the Contractor who, in turn is responsible to the Government. CONTRACT REQUIREMENTS Transponder Equipment The contractor shall provide toll road transponder equipment that will cover toll roads throughout the United States for vehicles in the agency fleet. Customer Support The contractor shall provide for an internet based reporting and centralized billing system with a user interface that promotes account management. This shall include, but not be limited to: Track and certify automated toll and toll violation charges; Facilitate the movement and tracking of vendor provided equipment such as transponders or other technology; Review and certify monthly billing statements. The contractor shall provide customer service support as needed to address issues within twenty-four hours during business, non-holiday, hours after receipt. DELIVERY A delivery schedule for the contractor provided equipment will be provided upon award of the contract. The Government reserves the right to add additional locations/quantities throughout the period of performance � QUESTIONS Questions regarding this announcement shall be submitted in writing by e-mail to Alexis Patillo �at alexis.b.patillo.civ@mail.mil �no later than 20 June 2022 by 11:00 AM ET. Verbal questions will NOT be accepted. DCSA will respond to questions at its discretion. Questions must NOT contain proprietary information. Questions and answers (Q&A) will be sent with the draft solicitation (if issued). The Government will not respond to further questions regarding the anticipated date of solicitation release.� SUBMISSION INSTRUCTIONS Responses to the RFI should be in the form of a .pdf file no longer than two (2) pages with type font no smaller than 12 point and include the name of the firm that the respondent represents. Each respondent shall provide their North American Industry Classification System (NAICS) codes and identify its business size for each NAICS code provided. The e-mail subject line must contain �RFI Response for Toll Aggregation Services.� RFI submissions must be submitted in writing by e-mail to alexis.b.patillo.civ@mail.mil no later than 23 June 2022 by 11:00 AM ET. All responses should be unclassified and reviewed to ensure consideration of operational sensitivities. Proprietary information will be accepted and handled appropriately. Responders should indicate which portions of their response are proprietary and should mark them accordingly. INFORMATION REQUESTED Provide the company name; company address; point of contact name, phone and email; CAGE code; Unique Entity Identifier (UEI); business size (large or small), socio-economic status, and (NAICS) If your company has a General Services Administration (GSA) contract for these supplies/services, please indicate your Federal Supply Schedule (FSS), Special Item Number (SIN), and FSS contract number. Please provide any government contract vehicle that you utilize (i.e. 8(a) STARS III, VETS 2, Alliant 2, etc.). Describe whether you are able to provide national coverage for the Contract Requirements specified.�� � Please provide any anticipated partnering information for the intended contract.
