- Description
- In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to award a purchase order on a sole source basis to Inficon Inc. for a Micro GC Fusion 2-Module System (Gas Chromatograph). NETL requires a transportable and lightweight micro gas chromatography (Micro GC) analyzer with the capability to rapidly analyze a wide range of gases, including but not limited to, nitrogen, oxygen, and carbon dioxide. This specific item meets the technical requirements/specifications required by NETL, which are: 14 lb. maximum weight; 38 inch maximum combined length, width, and height; input power: 24 V (dc), 260 W; operating temperature: 0�50�C ambient; and relative humidity: 5�95% (non-condensing). Two GC modules: Module A comprised of a BackFlush 1.0 uL injector and a column of Rt-Molsieve 5A (0.25 mm OD, 10m length); Module B comprised of a Variable Volume injector and a column of Rt-Q-Bond (0.25mm OD, 12 m length). Programmable column temperature: 250�C maximum or column phase maximum, whichever is lower, 0.1�C resolution, 5�C per second maximum heating rate. Repeatability: retention time =0.1% RSD, peak area =1% RSD. The thermal conductivity detector (TCD) has a linear dynamic range: 106�10%; detection limit: 1 ppm; and internal volume: 240 nL. The lightweight feature is significant to the NETL users as the Micro GC is expected to be used both in-lab and on-field and will be moved around in and out of the lab. NETL has another Inficon Micro GC Fusion 2-Module System therefore this new instrument must be compatible with existing equipment and research activities. This Inficon Micro GC Fusion 2-Module System (Gas Chromatograph) meets all the requirements needed for NETL�s Natural Gas Infrastructure project. This is considered a sole source to Inficon because, to the best of the NETL�s knowledge based on market research conducted, Inficon is the sole source provider of this exact Micro GC Fusion 2-Module System (Gas Chromatograph). The Micro GC Fusion 2-Module System (Gas Chromatograph) is a lightweight instrument that provides transportability, the required specifications to be used by NETL both in-lab and on-field, is compatible with existing equipment, and is required for NETL�s laboratory and field research. Inficon is the only vendor that can supply this exact Micro GC Fusion 2-Module System. No known potential alternate sources exist which could satisfy NETL's requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 4:00 PM ET on July 2, 2022. Responses must be submitted in writing to the purchasing agent, Lora Stumpf, via email at stumpf@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
