Description

Notice of Intent Sole Source The Defense Commissary Agency Headquarters, Fort Lee, Virginia intends to award a Firm Fixed-Price contract directly to Micro Focus Government Solutions, Inc. under the authority of FAR 13.501(a) sole source in accordance with 41 U.S.C. 1901 to renew software license and maintenance support for the Micro Focus/AcuCOBOL enterprise software for DeCA. This requirement is to support the Defense Commissary Agency�s Interactive Business Systems (DIBS) located at Fort Lee, VA. DIBS uses a COBOL compiler with Oracle interface drivers as essential elements of the basic system design which requires this Micro Focus software to operate. The applicable NAICS code for this requirement is 511210, and the size standard is $41.5M. � THE SOLE SOURCE DETERMINATION IS BASED ON SOLE SOURCE. The agency must secure a renewal of its Micro Focus/AcuCOBOL enterprise software no later than 6/30/2022 and no vendors have been identified other than the software publisher. The product from the software publisher is the only product available to do the updates, patches, or cybersecurity vulnerability protections for the Micro Focus/AcuCOBOL enterprise software licensed to DeCA.� This support is only available from the brand name provider and DeCA�s renewal is only available from the software publisher. DeCA's�Subscription: P-40425247. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. No requests for capability briefings will be honored as a result of this notice and any information provided will not be used as part of any subsequent solicitation requirement. No telephonic inquires will be honored. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. NO SOLICITATION PACKAGE WILL BE ISSUED.� Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice.�Only responses received by 06/21/2022,12:00 p.m. EST will be considered by the government.�Responses shall be submitted via email to Rakeeb.Craig@deca.mil and LeAnna.Stith@deca.mil.
