Description
The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office, Satellite and Information Acquisition Division located at 1325 East-West Highway, Silver Spring Metro Center Building2, Silver Spring, MD 20910 intend to award a contract to MSM Group, Inc. on a sole source basis in accordance with 41 U.S. C. 3304(a)(1) as implemented by Federal Acquisition Regulation Part 13.106-1(b)(1) � �Soliciting from a Single Source� The proposed source is MSM Group, Inc. located at 22021 Brookpark Road, Suite 123, Fairview Park, OH 44126.� This procurement is for iSite Software Licenses and Support Services: Background: The Office of Satellite Ground Services (OSGS) provides services that support the NOAA Satellite and Information Service (NESDIS), which acquires and manages the nation's operational Earth-observing satellites. OSGS's mission is to: sustain NESDIS legacy ground systems and develop early, enterprise elements; transition and sustain next generation ground segments for JPSS and GOES-R; and develop and deploy common Ground Enterprise Architecture Services.� OSGS distributes funding to NESDIS center for Satellite Applications and Research (STAR). Scope or Mission: The Office of Satellite Ground Services (OSGS) provides services that support the NOAA Satellite and Information Service (NESDIS), which acquires and manages the nation's operational Earth-observing satellites. OSGS's mission is to: sustain NESDIS legacy ground systems and develop early, enterprise elements; transition and sustain next generation ground segments for JPSS and GOES-R; and develop and deploy common Ground Enterprise Architecture Services.� OSGS distributes funding to NESDIS center for Satellite Applications and Research (STAR). Technical Specifications: STAR iSiteCMP License - ISITE-LICENSE, ISITE-ESCROW, ISITE-SSO � Quantity 1 OSGS iSiteCMP License - ISITE-LICENSE, ISITE-ESCROW, ISITE-SSO � Quantity 1 STAR iSiteCMP Management Services � Half Time (7?Months of off?site management and configuration services at .5 FTE, NTE 548 Hours) -� ISITE-MGMT-HALF � Quantity 1 OSGS iSiteCMP Management Services � Half Time (12?Months of off?site management and configuration services at .5 FTE, NTE 940 Hours) -� ISITE-MGMT-HALF � Quantity 1 iSite CMP Custom Development (55?Hours of custom development of reports, integration mechanisms, automation, etc.) - ISITE-CUSTOM-55 � Quantity 1 Period of Performance: Date of Contract Award to 365 Days after Contract Award. Special Requirements: None Sole Source Justification The iSite software for end-to-end contract administration, work planning and monitoring, and resource management is the only tool available for government managed contracts under one hundred thousand dollars license that is FedRAMP authorized as a cloud software-as-a-service. The Federal Risk and Authorization Management Program (FedRAMP) was designed to support the federal government�s �cloud-first� initiative, a directive from the White House to evaluate safe, secure, Cloud Computing options before making any new investments. In addition, no other software is available at this price that has the end to end capabilities of this tool as immediately deployed.� FedRamp is required since information needs to be shared across NESDIS organizations for project and spending oversight. The Government anticipates a firm-fixed priced contract.� ��� This notice is published for informational purposes only and is not a request for competitive quotations. However, any firm who believes they can meet this requirement may submit a response in writing.� � Responses must include a written narrative statement of capability, including detailed technical information demonstrating the company�s ability to meet the above requirements. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Written responses must be received no later than 15 calendar days after publication of this synopsis to the person listed as the Government Point of Contact in this announcement.� All questions must be submitted in writing to the attention of the Government Contract Specialist.� If no responses are received, the Government will proceed with the sole source negotiation.�� NOTHING HEREIN SHOULD BE MISCONSTRUED AS A REQUEST FOR COMPETITIVE PROPOSALS, QUOTES OR BIDS. NO SOLICITATION DOCUMENTATION IS AVAILABLE OR WILL BE ISSUED.
