THIS IS NOT A REQUEST FOR QUOTE (RFQ) AND NO SOLICITATION IS AVAILABLE This announcement services as a notice of intent to solicit and negotiate with only one sources under authority FAR 6.302-1, Only one responsible source and no other supplies of services will satisfy agency requirements. The applicable North American Industry Classification System (NAICS) Code is 541620. This is the only announcement that will be issued prior to award. The US Bureau of Reclamation (USBR), California Great Basin Region, intends to negotiate a task order on a sole source basis with Jacobs Engineering Group, Inc. to provide services to improve climate change modeling within CalSim, focusing on salinity estimation methods and conversion of climate model output to CalSim model input. Jacobs Engineering Group is the developer of the referenced models used by USBR and is the only entity able to make updates to the climate modeling software to meet Reclamations needs. Firms which can provide the services above must submit written notice to the Contracting Office and must provide evidence in sufficient detail to demonstrate the respondent�s ability to meet the stated requirement. This is not a request for competitive quotations. All responses received within 5 calendar days of the date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received in response to this synopsis will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses should be emailed to the Government point of contact for this acquisition, Sherry Heibeck at sheibeck@usbr.gov. No other submission will be accepted. Responses shall include: 1) Company name, address, SAM Unique Entity ID, point of contact name of email address. 2) Identify business size (i.e. small, other than small, etc.) in accordance with the size standard $16.5M. for NAICS code 541620 (Environment Consulting Services). This notice is the only official pre-solicitation notice of this requirement. 3) Information that would demonstrate that your business has the capability to provide improve climate change modeling within CalSim, focusing on salinity estimation methods and conversion of climate model output to CalSim model input.
