Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number NB686110-22-01961 is a Request for Quotation (RFQ) conducted under the authority of FAR 13, Simplified Acquisition Procedures.�This RFQ, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-06. The associated NAICS 333314 code has a small business size standard of 500 employees. This is requirement is for Full and Open competition. The National Institute of Standards Adn Technology's Molecular and Biophotonics Group requires a diode-pumped Nd:YAG laser which will pump an Optical Parametric Oscillator (OPO) for the generation of laser wavelengths that will be used to probe various greenhouse gas concentration in the atmosphere via a technique named DIAL, diferential absorption LIDAR (light detection and ranging). The attached specifications and requirements document (Attachment A) includes all Government requirements. All proposed items must meet all capabilities listed in Attachment A. Basis of Award is Lowest Price Technically Acceptable (LPTA)�and NIST will evaluate the lowest price quotation first, then stop evaluating quotes when NIST has identified the lowest price quotation that is technically acceptable. Vendors must submit all questions concerning this solicitation via email, utilizing the Question Submittal Form (Attachment B), to the Contract Specialist, Aaron Ritter, at aaron.ritter@nist.gov. Questions must be submitted no later than 10:00 a.m. (Mountain Time) on June 30, 2022. All responses to questions will be made in writing, without identification of the questioner. Vendors shall submit quotations so that NIST receives them no later than 10:00 a.m. (Mountain Time) on July 11, 2022. Fax quotations shall no be accepted. Email quotations shall be accepted at aaron.ritter@nist.gov. Please reference the RFQ number in the subject line of email communications and attachments. Vendors' quotations shall not b e deemed received by the Government until the quotation enter the email box set forth above. See attached RFQ for additional details, requirements, evaluation criteria, submission instructions, provisions, and clauses.
