Description
The Department of Interior (DOI) United States Geological Survey (USGS), Earth Resources Observations and Science (EROS) Center in Sioux Falls, SD has a need to pursue an upgrade of two (2) of the Syncserver timing system�s GPS receivers. The receiver will experience a counter overflow on September 18th, 2022, rendering it unusable unless this upgrade is performed. This receiver is critical for LGS to support Landsat satellite operations. The USGS is aware of no other source that can provide the specifications. The USGS requests GPS Receiver Upgrade. Therefore, the USGS intends to make an award to Microsemi Frequency and Time Corporation, unless it is contacted by any vendor who believes they can provide the same product. Vendors are invited to contact the Contracting Officer, Nicole Demby (ndemby@usgs.gov) no later than 2:00PM EST, Wednesday, July 6, 2022, with an affirmative answer. SOLE SOURCE JUSTIFICATION STATES THE FOLLOWING PART: The following information is provided to demonstrate the proposed contractor's unique qualifications: Microsemi Frequency and Time Corporation is the only manufacturer & service provider for this specific GPS receiver within the currently utilized timing server in use at LGS. Microsemi was contacted and confirmed they are the only vendor able to provide the necessary upgrade to the unit. The proposed action may be awarded on a sole source basis under the authority of FAR 13.106-1(b)(1) � only source reasonably available. LGS is currently in the procurement process for a new timing system, which is an open competition procurement. Unfortunately, the delivery of the new units will not be in time to avoid interruptions caused by the current GPS receiver going obsolete, thus this upgrade to the current GPS receiver is necessary to avoid interruptions of support from LGS. Availability of this requirement has been investigated via internet search and contacting the original vendor/manufacturer via E-mail to see if there were other upgrade vendors. Microsemi confirmed no other vendor provides this upgrade for this unit. Extensive vendor research was performed to identify a unit that could meet all the requirements. An open competition procurement was performed as well. None of these resulted in identifying any other vendor. USGS is currently in the procurement process for a new LGS timing system, which is an open competition procurement. All future procurements for timing systems and repairs/upgrades will plan to be open competed as well.
