- Description
- The U.S. Fish and Wildlife Service (FWS) hereby submits a Notice of Intent (NOI) to inform industry contractors of the Government�s intent to award a sole source, firm-fixed priced contract for an On the Go Grass Drill to Truax Company, Inc. located in Minneapolis, Minnesota. This contract action is for commercial services under NAICS code 333111, Farm Machinery and Equipment Manufacturing for which the agency intends to solicit and negotiate with only one source under Authority, FAR 13.106-1(b), Simplified Acquisition procedures. FWS is looking to purchase a new native grass/forb seed drill (Truax On the Go Grass Drill, Model OTG 7508) for habitat restoration and conservation efforts for the Kentucky Field Office. This is a specialized piece of equipment which accommodates fluffy native grasses, uncleaned seed and also a wide array of seed shapes. The OTG 7508 has double-row bearings which handle loads better than the common single-row types and extend bearing lifecycle. The OTG 7508 has a 12� to 14� inch ground clearance which improves the transport of the drill on roadways and it can handle different levels of crop residue on the same field can be addressed by raising and lowering the drills hydraulically activated no-till assemblies. Most agriculture drills, both grain and grass, are designed to plant either as a no-till into residue or be configured to plant conventional, prepared seed beds. FWS anticipates an award in July 2022 with an estimated cost of $35K. This announcement constitutes the only notice. This is not a request for competitive quotes. All responsible sources may submit a capability statement, which must demonstrate clear and convincing evidence that competition would be advantageous to the Government and would not be cost or time prohibitive. Responses received from this solicitation will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the agency not to compete this proposed contract based upon responses to this notice is solely within the discretion of the agency.
