- The Department of Health and Human Services, National Institutes of Health, National Cancer Institute (NCI), Division of Cancer Epidemiology & Genetics (DCEG), Environmental Epidemiology Branch (EEB) plans to procure, on a sole source basis, 1,175 lymphoid malignancy biospecimens from: Memorial Sloan Kettering Cancer Center 1275 York Ave, Box 295 New York, NY, 10065 The response close date of the notice for this requirement is in accordance with FAR 5.203(a)(1). This acquisition will be awarded pursuant to the authority in FAR Part 13 and is exempt from the requirements of FAR Part 6. Memorial Sloan Kettering Cancer Center has exceptional experience in cancer research and has conducted many clinical and etiologic studies. Moreover, it has conducted multiple molecular epidemiology studies and provided samples to many investigators as part of collaborative projects. Unlike other centers, Memorial Sloan Kettering Cancer Center has developed a tumor mutation profiling test (MSK-IMPACT), which is routinely used to profile tumors of patients seen at their center. The Memorial Sloan Kettering Cancer Center is the only center able to provide a large number of biospecimens from a diverse set of patients who have been diagnosed with lymphoid malignancies and have tumor profiling with MSK-IMPACT. The Memorial Sloan Kettering Cancer Center is a unique resource for researchers, because it has a large number of previously collected biospecimens from well-characterized lymphoid malignancy cases representing a diverse patient population. The Memorial Sloan Kettering Cancer Center has accumulated biospecimens from thousands of lymphoid malignancy cases with MSK-IMPACT data, making it an important contribution to NCI�s study. The previously collected blood samples and phenotype data collected by Memorial Sloan Kettering are critical for NCI�s multi-ancestry genome-wide association study, so that we will have sufficient statistical power to evaluate lymphoid malignancies among Hispanic/Latinos and African Americans, in particular. The center has staff that are dedicated to tracking, maintaining, and handling the biospecimens in its biorepository in an orderly and efficient manner. Their staff is able to readily retrieve the necessary phenotype data from their database to share with researchers. No other biobanks in the U.S. have thousands of blood specimens from patients with lymphoid malignancies and MSKIMPACT tumor profiling data. NCI has had extensive discussions with researchers in the U.S., and the Memorial Sloan Kettering Cancer Center was identified as the only contractor capable of providing DNA samples from a broad range of lymphoid malignancy cases, particularly of African and Hispanic/Latino ancestry. This notice is not a request for competitive quotation. However, if any interested party, especially a small business, believes it can meet the above requirements, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain sufficient details to allow NCI to determine if the party can perform the requirement. Responses must be sent via email to the Contract Specialist, John Russell, at john.russell3@nih.gov by no later than 12:00 PM EST, on Tuesday, July 12, 2022 (7/12/22). A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
