Description
The U.S. Consumer Product Safety Commission (CPSC) announces its intention to negotiate and issue a sole source award to Dobeck Performance, 157 Progressive Drive, Belgrade, MT 59714 for �a Mobile Dynamometer use for Indoor All-Terrain Vehicle and Recreational Off-Highway Vehicles (ATV/ROV) Testing. This is a new procurement.� The goal is to procure a custom dynamometer including several days of setup and training for US CPSC staff on how to operate the software and then perform dynamometer calibration, and ATV/ROV testing.� The objectives of the procurement that the Offeror would be expected to: 1) Have the experience required to make a custom dynamometer meeting CPSC�s range of vehicle size requirements including the requirements needed to test ATVs to the ANSI/SVIA1-2017 standard; 2) Are willing to include a several day setup/training for CPSC staff on how to operate the software and then perform dynamometer calibration and ATV/ROV testing; 3) The dynamometer being mobile, front and rear drums having supplemental motors and software to generate required RPM based on horse power and torque applied by ATV/ROVs weighing as low as 100 lbs and up to as high as 2,300 lbs; and 4) The dynamometer including a fan to generate and simulate real world wind resistance.� CPSC conducted market research and did not find any other source capable of meeting these requirements.� CPSC is authorized to enter into contracts for equipment and services required to investigate the safety of consumer products and for improving the safety of such products (5 U.S. C. � 2054).� CPSC intends to negotiate this requirement under the authority of FAR 6.302-1 and 41 U.S.C. 253(c)1. The sole source procurement will be awarded as a simplified acquisition in accordance with FAR Subpart 12 & FAR Subpart 13 procedures.� Interested persons may identify their interest and submit a capability statement demonstrating their ability to meet this requirement.� This notice of intent is not a request for competitive quotations; however, all quotations/responses received within seven (7) business days of the issuance of this notice will be considered by the government.� A determination by the government not to compete this proposed procurement based upon responses to this notice is solely within the discretion of the Government.� Any quotation/response must be in writing and can be sent via email to the Contract Specialist at drushbrook@cpsc.gov by 11am Eastern Time July 28, 2022. No phone calls will be accepted.�
