Description
This is a notice of intent to award a sole source contract and is not a request for quotes. The Department of Veterans Affairs on behalf of the Buffalo VA Medical Center intend to award a Firm Fixed Price (FFP), sole source action to; Name of Contractor: Agilent Technologies, Inc Street Address: 2850 Centerville Rd City, State, Zip: Wilmington DE 19808 The objective of this action is to procure a brand specific Synergy H1 Hybrid Multi-Mode Microplate Reader. Market research was conducted in accordance with FAR part 10; government technical experts evaluated microplate readers available in the current marketplace, specifically focusing on: Hybrid optical system combining a monochromator fluorescence optical system for flexibility with a filter-based fluorescence optical system for high performance in the same instrument. Monochromator optics and the filter optics each have their own independent light source, detector and light path to prevent compromised performance. Instrument is upgradable for filter-based optics Monochromator-based fluorescence has available variable bandwidth monochromators with bandwidth selectivity between 9nm and 50nm in 1nm increments; has quadruple grating optical design (two gratings per monochromator) for better spectral scanning performance Dynamic range of 7 decades for fluorescence intensity measurements; is able to dispense reagents in all detection modes Has a gas control option for CO2/ O2 or CO2 only environmental control and is upgradable for the gas control option Compatibility with 2mL low volume microplate accessory with 16 or 48 sample microspots for direct nucleic acid quantification as well as fluorescence and luminescence measurements; can control temperature to 45 °C with a 4-zone temperature control system, with uniformity across the microplate of ±0.5 °C at 37 °C to limit edge effects in incubated assays Automatic z-height adjustment to automatically accommodate for various microplate heights and fluid levels Automatic individual well-by-well absorbance path length correction to automatically calculate 1 cm path length corrected results and compensate for pipetting errors Microplate stacker option. A trial run of micro readers, comparing a combination growth curve and fluorescence experiment confirmed the Synergy H1 Hybrid Multi-Mode Microplate Reader was superior in its ability to read both fluorescence and absorbance in the same extended run and presented as the best option for fulfillment of this requirement. Agilent Technologies, Inc, formerly BioTek has presented as the sole distributor of the requested micro reader. This notice of intent to sole source with justification for brand name only satisfies the public posting requirements of FAR 13.501. All capability statements must be received by no later than 5:00 PM Eastern Standard Time on July 15, 2022. Responses to be submitted to Lindsay Goldsmith, Contracting Officer at lindsay.goldsmith@va.gov. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Veterans Health Administration prohibits the use of gray market items in their Medical Centers. Gray market items are considered to be items outside of the original equipment manufacturer s intended distribution channels.
