- Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort.� No award will be made under this solicitation until funds are available.� The Government reserves the right to cancel this solicitation, either before or after the closing date.� In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. This is a new requirement to provide all materials, products and skilled labor for construction of 38 additional parking spaces to include large truck turnaround (backup) pavement and a pavement markings pattern to accommodate the turning radius of a large semi-tractor trailer. �The designer must modify the current design and storm-water permit in order to provide the government a complete and usable parking lot in accordance with the project design build. �� � A storm-water permit from St John's River Water Mgt District (SJRWMD) for the unchanged portions of this design is current. A State of Florida Professional Engineer will accomplish design modification and advocate a supplement to the current storm-water permit in order to enable construction, and to accommodate the semi-tractor trailer access to the facility loading dock on inside of fenced area. This will require there to be no elevated islands or other concrete features in the design. An approved NPDES Notice of Intent will be required, and implementation of storm-water Best Mgt Practices must be used for compliance. All scarified areas will be sodded and established.� � New signage will be provided to account for the large vehicle turnaround. The parking facilities shall be designed for passenger vehicles and single unit truck vehicles, with the maximum weight design vehicle being a 73,500 lb fire truck (ladder truck). No new handicapped spaces will be required. Superpave asphalt pavement (FDOT standard) shall be utilized for the paved areas. The asphalt pavement areas should be constructed in a manner that will provide a well-drained surface, with no shallow ponding areas that will discolor the pavement. The Contractor shall utilize the recommendations from the geo-technical engineer for base and sub base preparation and materials. Parking spaces shall be a minimum of 18.5-feet long and 9-feet wide per UFC 3-201-01 and SDDCTEA Pamphlet 55-17 (Exhibit 17.1). Drive isles shall meet UFC requirements and be sufficient for emergency vehicle passage and turnaround. All parking spaces shall be painted with reflective paint to identify the spaces on the pavement. Where parking spaces are adjacent to sidewalks, wheel stops should be provided as shown on the concept drawings. Edge of pavement curbing is not required. One storm-water manhole will require elevating.
