- This Amendment 001 is issued to correct the title of this solicitation. The title is changed from ""Conservation Treatment Museum Objects, NEPE"" to ""Replace Bituminous Roof System Hopkins House, OLYM."" This solicitation is for roofing, not conservation treatment of museum objects. Response date is extended by 2 hours on July 20, 2022, changed from 5pm PDT to 7pm PDT. This is a Request for Quotations (RFQ) for the National Park Service, Olympic National Park. The work of this contract consists of the replacement of the bituminous membrane roofing system on the Hopkins House in Olympic National Park, Port Angeles, WA. OPTIONAL WORK (if needed during construction): Repair and/or replace existing damage to sheathing, scupper framing and/or other structural roofing members below existing roofing system, including any eave/rake fascia boards, joists, decking. Any existing damage shall be photo documented and the approximate location notated on a hard copy of the building�s roof plan drawing. Any exposed wooden members to be replaced (fascia) shall be field pre-primed before installation. Work includes: (A) Removal and disposal of existing bituminous roof, deck insulation, underlayment, flashing/drip edge, downspouts, vent pipe boots and scupper drains. Materials shall be disposed of/recycled outside the park. Care shall be taken to mitigate damage to building and landscaping from construction/demolition debris by use of tarps and/or other means. (B) Installation of new 0-perm Ice & Water Shield underlayment on entire roof deck, per manufacturer's instructions. (C) Installation of 3-inch Polyisocyanate deck insulation (or approved equal), per manufacturer's instructions. (D) Installation of new 60mil, (min) bituminous roofing membrane, per manufacturers instructions, including required top coat. (E) Installation of new vent pipe boots (EPDM), scupper drains, cap/trim/flashing sheet metal (antique bronze color) and aluminum downspouts (antique bronze color). Downspout locations and profiles are not to change. (F) Thorough clean-up of construction debris (fasteners, demolition debris, excess materials etc.) shall be performed using magnet rollers around the perimeter of the building and subject to final inspection punch list. ****** PAPER COPIES OF THE SOLICITATION WILL NOT BE ISSUED and telephone requests, email requests, or fax requests for the solicitation will not be accepted. An organized pre-quote site is scheduled for all interested parties on Thursday July 14th at 1pm (PDT). Interested parties shall RSVP directly to Phaedra fuller, Contracting Officer, either by office phone at 360-565-3009 or by email to phaedra_Fuller@nps.gov. When you RSVP, please include your company name and provide a point of contact name with phone number and email address. Please RSVP by July 13, 2022. Attendees shall meet at the Olympic National Park Barnes Point Road Maintenance Facility nearby the Hopkins House. Hopkins House address is 341 Barnes Point Road, Port Angeles, WA 98363. From Highway 101, turn right onto Lake Crescent Road. At first intersection, turn left, which is still Lake Crescent Road, then turn right onto Barnes Point Road. After the turn on Barnes Point Road the maintenance building and parking area will be on your right. The Hopkins House is at the end of the road, but parking may be limited so be prepared to walk. The Contracting Officer and maintenance/facilities staff will provide a site walk and talk about the project, note and answer any questions. However, if answers cannot be provided during the site visit, then they will be noted, and answered in the site visit notes that will be posted as a separate attachment to the solicitation, as an amendment to the solicitation within a few days of the site visit. If questions arise immediately after the site visit, please send them in writing by email to Phaedra Fuller, Contracting Officer (email phaedra_fuller@nps.gov). It is strongly encouraged that anyone interested in potentially submitting a quote for this project, attend the site visit. In no event shall failure to inspect the site constitute grounds for a claim after contract award. NPS anticipates awarding the contract in July 2022. The submittal processes will begin as soon as possible thereafter, including a pre-construction meeting. The target work period is August to October 2022. ****** OTHER INFO. This project is being solicited and awarded as a total (100%) Small Business set-aside. The NAICS code for this solicitation is 238160, Roofing Contractors, with an associated small business size standard of $16.5 million. The magnitude of construction for this project is between $25,000 and $100,000. This magnitude range is required in accordance with FAR 36.204 and is not the government's estimate. A single firm-fixed price construction contract will be awarded as a result of the solicitation. ****** CONTACT THE CONTRACTING OFFICER FOR ALL QUESTIONS.
