Description
Background: Veteran Affairs Gainesville Health Care System has a requirement to purchase Police Radio System an authorized vendor to supply and deliver the needed items. This requirement is in support of the activation of Gainesville VA Mental Health and Primary Care Outpatient Clinic Project. The new Mental Health / Primary Care Outpatient Clinic has the need to outfit Police Radio System into clinic area to support Police services. Scope of Work: The Police Radio system is used to communicate with existing (APX 8000 portable Motorola Radios, APX8500 All band Motorola Consolettes and a Master K2 Core Motorola System) equipment located at the Malcom Randal VA Medical Center, VA Tallahassee, and VA Lake City Dispatch locations as well as other regional VA facilities. This full system consists of portable radios, vehicle radios, and base stations.  The Police Radio system must be fully functional and meet the following specifications and have the following operating features: Gainesville Mental Health CBOC Equipment: Furnish and install four (4) handheld radios capable of communicating back to dispatch office All band P25 mobile radio, specific for first responders 4 RF bands: 700/800 MHz, VHF, UHF Range 1 and 2 Narrow and wide bandwidth digital receiver Seamless Wifi connectivity FDMA (Frequency Division Multiple Access) and TDMA (Time-Division Multiple Access) backwards compatibility Integrated GPS Integrated Bluetooth connectivity IP 68 or better rating Secure encryption with Over the air re-keying Include Li-Ion Battery with charger Include Molded Nylon Case Covers Furnish and install one (1) vehicle radio capable of communicating back to dispatch office Must support VHF, UHF Range 1, UHF Range 2, 700 800 MHZ bands Must support 9600 baud Digital trunking Phase 1 FDMA and phase 2 TDMA Must support Analog Trunking Must be FIPS 140-2 and 197 compliant Must have 128 keys 802.11 b/g/n capable GPS/GLONASS capable Support P25 authentication Support 256-bit AES, ADP, DES, DVP Furnish and install one (1) All band consolettes Mag mount antenna or equivalent Must support VHF, UHF Range 1, UHF Range 2, 700 800 MHZ bands Must support 9600 baud Digital trunking Phase 1 FDMA and phase 2 TDMA Must support Analog Trunking Must be FIPS 140-2 and 197 compliant Must have 128 keys 802.11 b/g/n capable GPS/GLONASS capable Support P25 authentication Support 256-bit AES, ADP, DES, DVP Gainesville Primary Care CBOC Equipment: Furnish and install four (4) handheld radios capable of communicating back to dispatch office All band P25 mobile radio, specific for first responders 4 RF bands: 700/800 MHz, VHF, UHF Range 1 and 2 Narrow and wide bandwidth digital receiver Seamless Wifi connectivity FDMA (Frequency Division Multiple Access) and TDMA (Time-Division Multiple Access) backwards compatibility Integrated GPS Integrated Bluetooth connectivity IP 68 or better rating Secure encryption with Over the air re-keying Include 3400 mAh Li-Ion Battery with charger Include Molded Nylon Case Covers Furnish and install one (1) vehicle radio capable of communicating back to dispatch office Must support VHF, UHF Range 1, UHF Range 2, 700 800 MHZ bands Must support 9600 baud Digital trunking Phase 1 FDMA and phase 2 TDMA Must support Analog Trunking Must be FIPS 140-2 and 197 compliant Must have 128 keys 802.11 b/g/n capable GPS/GLONASS capable Support P25 authentication Support 256-bit AES, ADP, DES, DVP Furnish and install one (1) All band consolettes Mag mount antenna or equivalent Must support VHF, UHF Range 1, UHF Range 2, 700 800 MHZ bands Must support 9600 baud Digital trunking Phase 1 FDMA and phase 2 TDMA Must support Analog Trunking Must be FIPS 140-2 and 197 compliant Must have 128 keys 802.11 b/g/n capable GPS/GLONASS capable Support P25 authentication Support 256-bit AES, ADP, DES, DVP Systems Integration: Provide all integration services to complete the previously mentioned installation, project management, and technical management Include any infrastructure required for fully functional communication Include all licensing and software required VA Gainesville Mental Health /Primary Care On-site Installation On-Site Installation Contractor Requirements Contractor will have all supplies and equipment delivered to the sites, install and program all required equipment On-site assembly and installation of items, and performance of services identified in this document shall take place during normal business hours which are defined as: 8:00 AM to 4:30 PM Central Standard Time, Monday through Friday, and excluding Federal Holidays. Proposed installation date will occur after delivery of equipment. The vendor is required to define the need for a staging area to accommodate item assembly and installation, if needed. Post-award, this information will be confirmed with the vendor. The vendor is required to provide tools, labor and materials to complete assembly and installation of the items detailed in this document. The vendor shall protect all finished spaces and surfaces as required from delivery and installation damage. The vendor shall use covering and protection to the extent necessary to prevent damage to finished spaces. Any damage occurred during delivery and installation is the responsibility of the vendor. The vendor will be responsible for paying for and repairing any damage or noted deficiencies to finished spaces and surfaces that occur because of the vendor s (or associated sub-contractors) installation. During the entire duration of assembly and installation, the vendor will have a competent representative on-site as the vendor s contact, and to serve as the interface between the vendor and Gainesville Mental Health/Primary Care VA. On-site representative can be the installer. All instructions provided from COR to the representative will be binding as if given to the vendor s main contact. The COR may provide specific instructions, however, only the Contracting Officer may change the terms or conditions of the contract. Installation shall be performed by technician licensed and/or authorized by manufacturer of required equipment Installation shall be coordinated with the designated Contract Officer Representative (COR) The Contractor will confine operations (including the storage of materials) on Government premises to areas authorized by COR The Contractor shall remove all debris created by contracted staff daily from installation sites Contracted staff are subject to all VA policy, rules and regulations including VA Code of Conduct while performing work at the VA medical centers. Contractor staff shall execute work in a manner to have the least effect or interference with the normal functioning of the VAMC. This includes but is not limited to, operations of utility services, fire protection systems, existing telecommunication and networked equipment not related to devices being installed, VA staff performing normal duties within the VAMC. Contractor staff shall keep work, storage, and staging areas clean and neat. Contractor shall provide enough refuse/debris containers so that there is no visible debris in open work area. Competent On-site Installation VA OIT Requirements VA OIT personnel, in coordination with the IOT&A contractor and the VA COR will provide escorted access to the Network Teledata Rooms and or Demarcation Room for the duration of Police Radio networked equipment installation VA OIT personnel will also provide escorted access to any network cabling access throughout the facility as necessary for the installation contractor to upgrade cabling. On-site Installation Police Department Requirements VA Police personnel, in coordination with the IOT&A contractor and the VA COR will provide escorted access to any controlled VA Police rooms/vehicles as required to complete installation Sustainment Services: Include Warranty/Maintenance for minimum 1 year Include option Warranty/Maintenance to total 5 years from date of purchase Delivery: Units to be delivered to the following sites Monday Friday (Excluding National Holidays), 8am 4:00pm:
