Description
Notice of Intent. The Department of Veterans Affairs, Network Contracting Office (NCO)21 intents to award Sole Source to Neuronetics, Inc. for a supply acquisition of QR codes to be for transcranial magnetic stimulation (TMS) treatments located at the VA Southern Nevada Healthcare System, Las Vegas Nevada. Determination of this sole source procurement is in accordance FAR 13.5 Simplified Procedures for Certain Commercial Items. The statutory authority for applying the Simplified Procedures for Commercial Items of FAR 13.5 is 41 U.S.C. ยง 1901 and is implemented by FAR 13.106-1(b)(2) for restricting competition on this procurement. Competition is restricted because there is only one responsible source and no other supplies or services will satisfy agency requirements. The system currently in use at the VA Southern Nevada Healthcare System includes proprietary equipment and software to that of Neuronetics, Inc. No other vendor can provide the service as to such consideration would require retooling of the facility. It is the government's belief that the proposed candidate is the only vendor that can meet the agency's needs. This notice of intent is not a request for competitive quotes. No solicitation documents are available and telephone requests will not be accepted. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. Responses will be considered by the government; however, a determination by the government not to compete the proposed acquisition based upon responses of this notice is solely within the discretion of the government. The application NAICS Code is 511210 and the size standard is $41.5M. No telephone request will be accepted. STATEMENT OF WORK (SOW) 1. Background: The VA Southern Nevada Healthcare System (VASNHS) at 6900 North Pecos Road, North Las Vegas, Nevada 89086, has a requirement for treating veterans with Major Depressive Disorder using the NeuroStar TMS machine located in outpatient Behavioral Health. 2. Scope of Work: The scope of work includes ordering treatment sessions. Most veterans are treated for 36 sessions over 7-9 weeks. Therefore, each new patient needs 36 treatment sessions. Some patients receive maintenance treatments on this machine. 3. Supplies/Services: All items shall be completely new, and shall not be used, refurbished, recycled, or in any other form, including substitutions. Company sends QR code that allows us to give treatments. 4. Specific mandatory deliverables, tasks, and salient characteristics: There is a switch in the machine that the company controls to allow a treatment. U.S. law requires we purchase the right to give a treatment on this machine.
