Description: The 4th Contracting Squadron, Seymour Johnson AFB, NC intends to award a sole source purchase order to Physcial Sciences Inc for additional parts and programming for the PSI Instant Eye MK3. The current camera version does not provide high-quality infrared video in locating heat sources within a facility or a missing individual for search and rescue. The Tactical Standoff Payload (TSOP) infrared camera will provide the ability to locate a fire, and heat sources within a facility, the capability to locate lost or missing individuals on search and rescue operations, and identify chemicals on hazardous materials incidents. sUAS's have limited flight time, and purchasing additional parts will increase the data collected using this type of innovative platform. The additional parts are low risk, cost-effective, and will enhance the mission for SFS by expanding their emergency capabilites.� � Two Each, 8248-470-01 Tactical Standoff Payload (TSOP), InstantEye Mk-3 Four Each, 9122-301-01 GCS, Mk-3 D1, Video Out, MIL Two Each, 8248-480-01 10X-CATR Camera, InstantEye Mk-3 APPLICABILITY OF AUTHORITY:� The statutory authority permitting other than full and open competition for this acquisition is 10 U.S.C. 2304(c)(1) and the� Federal Acquisition Regulation, Part 13.106-1(b)(1) Soliciting from a single source. The manufacturer is the only source capable of providing the parts and necessary programming required to ensure the MK3 maintains its airworthiness certification. The required software upgrades are proprietary to PSI.�
