Description
The U.S. Army Corps of Engineers Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) intends to issue a Firm Fixed Price (FFP) single source award to Weibel Equipment, Inc., 3870 Hidden Cypress Way, Lake Worth, Florida, 33467-2446 to procure an SL-30033PE velocity radar system. The GSL supports numerous projects in the areas of explosion effects and blast loading research. For full projectile analysis and accurate measurements, a velocity doppler radar is required to capture munition velocity data for dynamically fired weapon testing efforts. The requested system is capable of tracking projectile flight velocities from 30 to 10,000m/s up to a range of 2000-m. This radar system will include the ability to record and postprocess flight data with a very high accuracy (+/- 5%). This system will support many projects where the capturing of munition flight and impact velocities are critical. The Weibel Doppler radar system is requested due to its high accuracy and ability to track munitions traveling up to 10,000 m/s over ranges from 30 to 2,000-m with +/- 5% accuracy. The ability to accurately track dynamically fired weapon systems is critical to fully understand the performance of weapon systems and their terminal effects on targets. Other methods for capturing projectile impact velocities such as high-speed video are inadequate because of uncertainties in impact locations for many dynamically fired systems along with the risk of equipment damage due to the close proximity required for data capture. The Weibel radar system will allow pr�cising tracking over the full range of projectile trajectory and lead to a greater understanding of terminal ballistic effects. This system can also be fielded at a safe standoff location compared to other data capture methods. The capabilities added by this equipment will improve the quality of data captured from current research efforts and could lead to future program growth and development. Weibel does not have any resellers for the required equipment. The award will be issued in accordance with FAR 13.106(b)(1)(i). The applicable North American Industrial Classification System Code (NAICS) code is 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System, and Instrument Manufacturing) with a size standard of 1,250 employees. This notice of intent is for information purposes only. � This notice is not a request for competitive quotes or proposals.� A solicitation will not be issued.� However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.� The information submitted must be provided in sufficient detail to demonstrate the vendor�s ability to fulfill this requirement.� The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
