- The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b)(1) Soliciting from a Single Source with Reveyn Inc., Portland, OR for the purpose of acquiring a Mass Photometer capable of measuring particles as low as 30kDa. � The sole source justification is based on the following: The NIST Bioprocess Measurements Group (BMG) characterizes the mass and number concentration of viruses, proteins or protein-like particles and other biological colloidal particles. �An apparatus implementing Interferometric Scattering Microscopy (aka �iSCAT� or �Mass Photometry�) would allow BMG to accurately measure molar mass and count colloidal particles non-destructively, on a single-particle basis while in native aqueous solution environments. �A mass photometer suitable for measurement of viral capsid particles in liquid suspension would support the NIST Biomolecular Measurement Division�s program in biomanufacturing and gene therapy metrology, which includes a project for measurement of viral capsid genetic cargo for viral-directed gene therapy applications where species of interest range from 30kDa to 5MDa. �The instrument would be used predominantly to study adeno-associated virus particles and the distribution of their genetic cargo and for studying a variety of colloidal particles of heterogeneous composition in liquid solution in the same mass range. � Market research has revealed that Refeyn Inc is the only vendor that produces a mass photometer using the iSCAT principle on a single, particle-by-particle basis with the capability to measure molar mass of the range of 30kDa to 5Mda, precision of mass measurement of ? 5%, accuracy (error) off mass measurement of ? 10%, measurement of solutions over the concentration range of 100 pM to 100 nM with a total sample requirement being < 1 ng. � Given this finding, NIST has concluded that the Refeyn Inc mass photometer is currently the only commercial system available providing single-molecule scattering contrast of sufficient quality, reproducibility and stability to allow for direct correlation to molecule mass. � The resulting purchase order will be firm fixed-price. � No solicitation package will be issued. �This notice is not a request for competitive quotations; however, interested parties may identify their interest and capability to respond to the requirement. �Inquiries will only be accepted via e-mail to randy.schroyer@nist.gov. �The government will consider responses received by 5:00PM, EST, 5 Aug 2022. �Written responses to this special notice shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. �A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. �Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. �This Notice of Intent is not a Request for Quotation (RFQ) nor is it a request for competition. �No telephone requests will be honored.
