This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Synopsis/Solicitation N0017822Q6872 is issued as a Request for Quotation (RFQ). The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation as indicated in the attached SF18. The SF18 form is being utilized to generate the applicable clauses from the Standard Procurement System. This requirement is not eligible for small business set-aside. The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to award on a sole source basis to Nano Dimensions USA Inc. for the following manufactured products: Part number NND-CCS-WA-0003, Direct Customer contract, Comprehensive & Part number NND-CCS-IN-0001, Installation and Training. Nano Dimensions USA Inc is located in Sunrise, FL. The scheduled servicing of the DragonFly 3D printer which is currently installed and in use is required. It is a highly specialized machine enabling 3D printing with multimaterials simultaneously, it needs advanced, expert maintenance. Nano-Dimensions USA provides authorized Field Service Engineers, certified to maintain and repair the Dragonfly 3D printer and have no authorized maintenance providers. The current machine requires important scheduled service in order to properly function due to highly technical nature of this equipment; Dahlgren has no viable personnel to conduct this maintenance on-site. The PCB printer must have all parts maintained and the specialized ink flowing at all times to prevent costly system failures. Failure to maintain the system to Original Equipment Manufacturer standards could result in complete failure of the PCB 3D Printer. This will result in large costs to the government to repair or replace the current machine, work stoppage for the BMS PCB effort and delays in delivery of numerous weapon systems to sponsorship. Previous market research identified that only Nano can provide the required warranty extension and license renewals for the DragonFly System. Please include shipping/freight cost Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 13. The order shall be firm fixed price. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The completion and submission to the Government of an offer shall indicate the Offeror�s unconditional agreement to the terms and conditions in this solicitation. Offers may be rejected if an exception to the terms or conditions set forth in this solicitation is taken. At time of proposal submission please submit any historical data and published pricing. Award will be made based on Lowest Price Technically Acceptable. In order to be eligible for award, firms must be registered in the System for Award Management (SAM). Quote is due 8/02/2022, no later than 5:00 p.m. EST with an anticipated award date by 30 September 2022.
