- The U.S. Army Contracting Command � Watervliet Arsenal (ACC-WVA) Contracting Office located at Watervliet Arsenal (WVA) is issuing this sources sought synopsis to notify any interested parties the Government is considering the purchase of one Induction Furnace System (consisting of five independent sub-furnaces) �in the production of cannon barrels at the Watervliet Arsenal. THERE IS NO SOLICITATION AT THIS TIME AND NO CONTRACT WILL BE AWARDED FROM THIS NOTICE. This is a request for information on capabilities and interest and does not constitute a Request for Proposal (RFP); submission of any information in response to this market survey is purely voluntary and the U.S. Government (USG) assumes no financial responsibility for any costs incurred. No funds have been authorized, appropriated, or received for this effort. Data submitted in response to this market survey will not be returned. ITEM DESCRIPTION: The Watervliet Arsenal originally installed an Ajax Tocco Induction Furnace system in conjunction with the existing Rotary Forge at the Watervliet Arsenal (WVA) to forge steel preforms into rough cannon barrels.� Watervliet moved to using pre-heat gas furnaces to pre-heat preform forgings prior to Rotary Forging with limited success.� For consistency of quality processing of cannon barrel material, Watervliet Arsenal has decided to reinstitute induction furnace processing. ����������� The Original Equipment Manufacturer (OEM) of the original Induction Furnace System, Ajax Tocco Magnethermic Corporation, has been identified for a new induction furnace system, as their induction furnace system has already been proven to properly pre-heat Rotary Forge Preforms prior to entering the Rotary Forge machine. The new induction furnaces shall be able heat uniformly up to 2020 o F - 2050 o F with a maximum temperature of 2200 o F in a pre-defined delta time using induction oscillation heating of heavy wall carbon steel pipe. The machine shall heat up to five preform tubes with O.D.�s ranging from 11.50� to 20.00� and lengths of 127.30�, 129.00�, 142.00�, and 210.00� simultaneously before being further processed. The furnaces shall come with a set of conveyors used to load, unload and provide entry for the tubes into the furnaces. The Induction Furnace system shall consist of five separate furnaces, each able to heat a different sized tube depending on the coil size installed in that furnace. These furnaces shall be loaded and unloaded by a shuttle conveyor. Ajax Tocco Magnethermic has been identified for a sole-source procurement of the pre-heat induction furnace system for their prior proven success at WVA. NOTE:� It is anticipated that since Ajax Tocco offers induction furnaces that will fit into the existing footprint at WVA and their furnace equipment has proven to successfully produce a multitude of rough forged cannon barrels for with minimal or no additional qualification testing of WVA finished produced, a sole source procurement may be pursued. INTERESTED PARTIES.� The Government requests interested parties to submit a company brochure (if available) and a tailored capability statement for these requirements that clearly details the ability to perform the aspects of the notice described above. All proprietary information should be marked as such. The description should also include any anticipated needs for sub-tier vendors. Responses will be reviewed by U.S. Army Contracting Command � Watervliet Arsenal (ACC-WVA, Watervliet Arsenal and the US Army personnel only and will be held in a confidential manner. Any and all information provided shall include a description of the proposed manufacturing capabilities.� Submitted documentation will not be returned.
