- Qualified Recycling Programs (QRP�s) are required to conduct competitive sales of eligible recyclable items when anticipated sales proceeds will exceed $15,000 for each sale. In accordance with AFI 32-7002 Environmental Compliance and Pollution Prevention, QRP�s will: 6.6.3.2. Conduct negotiated sales for any QRP eligible items with anticipated sales proceeds of $15,000 or less and competitive sales that have no monetary limit for each sale. 1.� Beale AFB�s QRP has a large, approximately 43,500 lbs. stockpile of scrap insulated copper cables (See Attachment 1).�Due to the high value of this recyclable commodity the most beneficial option for Beale AFB is to solicit bids in order to obtain the highest possible sale proceeds through a competitive bid process.� 2. The attached Memorandum (Attachment 1) is an invitation to bid issued by Beale AFB�s QRP through 9th Contracting, which outlines the who, what, where and how the bid process will be conducted in accordance with DoD and Air Force regulations.� 3. inquiries regarding this Memorandum can be directed to Shane Morris at shane.morris.5@us.af.mil or by phone at 634-0744. 4.
