- RFQ #: W911QY-22-Q-TPSD The U.S. Army Contracting Command - Aberdeen Proving Ground � Natick Division, on behalf of the U.S. Army Development Command (DEVCOM) Soldier Center, intends to procure on a sole source basis under FAR 13.106-1(b)(1), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements � Paratec�s TR-21-0, TR-21, and RZ-21 parachute systems. The various parachute systems manufactured by Paratec North America, Inc., allows for assessing a low altitude personnel static line parachute for mass tactical infiltrations that can be both drogue and static line deployed.� This system will provide understanding and characterization of the state-of-the-art static line personnel parachutes and provide additional information for future Next Generation Static Line (NGSL) personnel parachute system development.� The items are as follows: Qty: Ten (10) TR-21-0 Troop Parachute Systems (400 8010) Qty: Five (5) TR-21 Drogue-Chute with Bridle and Pin (480 3062) Qty: Five (5) RZ-21 Drogue Static-line with Drogue Pouch (480 3063) Qty: Four (4) Rigging and Test Support Personnel for one (1) week (800 8000) Not to Exceed Fixed Price Travel Costs (flights, rental car, hotel, M&I) Not to Exceed Fixed Price Shipping and Handling (DAP Yuma Proving Ground, AZ) This is a combined synopsis and solicitation prepared in accordance with the format in FAR Subpart 13.3 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Natick Division is anticipating awarding this contract to Paratec North America, Inc, 41381 US HWY 1, Suite A, Pinebluff, NC, 28373. Paratec North America, Inc. is the sole source manufacturer of the TR-21-0, and is the only known manufacturer of low level mass tactical personnel parachute system that can be both drogue or static line deployed. A Firm-Fixed-Price contract will be issued. No solicitation package is available. All responsible sources may submit a capability statement, proposal, and quotation, which shall be considered by the agency. Any responses to this notice must show clear and convincing evidence that competition would be advantageous to the Government. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Contracting Officer. The North American Industry Classification System (NAICS) code is 314999 (size standard is 500 employees). Required Period of Performance is one (1) year after date of award.� Items will be delivered within 60 days of contract award. ���� Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04. Evaluation factors are technical capability, price, and past performance.
