The Department of Veterans Affairs, Veterans Health Administration (VHA), Network Contracting Office 20 (NCO 20) is conducting a market survey/sources sought notification and is seeking potential sources for the TOM TECH software This Sources Sought Notice is issued for information and planning purposes only. This is not a solicitation or a request for proposal and shall not be construed as an obligation or commitment by the Government. An award will not be made on any offers submitted in response to this notice, and it shall not be implied the Government is committed to providing any solicitation or award following this notice. The Government will not pay for any information received in response to this request, nor will the Government compensate a respondent for any costs incurred in developing the information provided.    8/1/2022 SUBJECT: 36C26022Q0742 This notice is intended strictly for market research. The Government will in no way be bound to this information if any solicitation is issued.  Tom Tech software Cardiology would like to add TomTec offline analysis software to the echo PACS system.  The TomTec software system will offer increased diagnostic capabilities for heart and valve function interpretation.  One area of significant improvement will be strain analysis.  Strain analysis is a special echocardiography technique that measures the deformation of specific areas of heart muscle. This analysis provides early detection of heart muscle dysfunction, even before it can be seen with a standard echocardiogram. One area this is essential is cardio-oncology.  Patients undergoing cardio-toxic chemo are assessed with strain imaging every 6-12 weeks.  Due to differences in ultrasound machine vendor equations, it is important to ensure the same machine is used for every study.  The TomTec offline strain analysis eliminates the ultrasound machine limitation as it analyzes each study the same, regardless of vendor.  Also, with the TomTec offline system, prior studies that were completed before strain was standard will be able to now have post processing strain analysis to compare with current studies. In addition to cardio-oncology, the strain analysis system is important for other heart conditions found in the Veteran population including hypertrophic cardiomyopathy, heart transplant rejection, cardiac amyloidosis and cardiac sarcoidosis.  Another very important area of consideration is the structural heart intervention programs. The TomTec system has specialized analysis programs for both the aortic and mitral valve.  Currently, the TAVR program would benefit from this system for pre-implantation analysis.  It will be even more essential with the anticipated Watchman and MitraClip programs. The TomTec system will be integral in assessing the mitral valve size and function.
