- This synopsis is hereby issued in accordance with FAR Part 5.201. The Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific) hereby publicizes its intention to solicit, negotiate, and award a Commercial, Firm-Fixed-Price purchase order on a noncompetitive basis with Hydroptic, Inc. Address: 33 reoute de Segoufielle; 32600 L'Isle Jourdain, France. The requirement is for the purchase of the following: 1.Main case including: - Intelligent Camera 5 Mp - Lens 12 mm - Interface & steering board - Input voltage: 10-28 Vdc (6Watts) - Interface: RS232, Ethernet, analog output - Lighting: 635nm, 100�S flashes - Resolution: 5Mpixels / 0.73�M - Image volume: 0,65 L (180 x 151mm) - Max image frequency: 20 Hz - Memory: 400 Go (SD card) - 0.1% accuracy pressure sensor 2.External battery kit including: - Titanium case - Pressure valve - Power charger - Battery pack (6 x Li Ion cells 3.62V 3.5AH) - Connecting parts with UVP6 main case 3.Lighting system composed of: - 1 Glass housing equipped laser diode 4.Dedicated software's for - Management - In situ image acquisition & analysis 5.Cable set including - Lighting cable - Octopus cable (power, Ethernet and RS232 serial) - Y cable (to get power from battery, to charge the battery and to retrieve data) 6.Transport case with insert in foam Materials: titanium, glass, aluminum (connecting arm) Operational depth: 0 to 6000 meters Weight in air: 4.4 Kg Weight in water: 2 Kg Image volume: 0.6 liter Max acquisition rate: up to 20 Hz Intercalibration realized at sea 7.Additional protection for stand-alone use 8.Second external battery kit composed of: - Titanium case - Pressure valve - Power charger - Battery pack (6 x Li Ion cells 3.62V 3.5AH) The Government intends to negotiate solely with Hydroptic under the authority of FAR 13.106-1(b), Only one source capable of meeting the Government's requirement. FAR Part 13, Simplified Acquisition Procedures and FAR part 12 Acquisition of Commercial items, applies. Hydroptic, Inc. is the only manufacturer that supplies stand-alone plankton and marine snow imaging systems that can be deployed via cast. A determination by the government not to compete this requirement is solely at the discretion of the government. However, all responsible sources may submit a quotation which shall be considered by the agency. The applicable NAICS Code is 541715 and the business size standard is 1,000 employees. Be advised that the aforementioned information is anticipatory in nature and is not binding. Questions by phone or fax will not be considered. All responses received by this date may be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
