- The Office of Naval Intelligence intends to solicit and negotiate with only one source under the authority of FAR 13.106-3 and FAR 6.302-1(b) (ii).� The proposed source is W. R. Engineering Limited of Ottawa, ON K1B 3V3, Canada.� The procurement is for Annual ShipIR/NTCS software support.�W.R. Davis Engineering Ltd is the original and sole source developer of the ShipIR/NTCS software. Without any representation in the USA, and the�sole source for any additional licenses, technical support, and software improvements.��� This is Firm Fixed Price (FFP) contract for annual maintenance and support services for one year.
