- ***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, US DOC NOAA OAR PMEL, intends to negotiation, on a sole source basis, under authority of FAR 13.106-1(b)(1), with LI-COR, INC. out of Lincoln, Nebraska, for a new LI-COR 7815 Gas Trace Analyzer. ***The sole source determination is based on the US DOC NOAA OAR PMEL requirement that LI-COR, INC. is the manufacturer of the LI-COR 7815 Gas Trace Analyzer instrument and is the only instrument that will suit our needs. Precision trace gas analyzer that uses optical feedback cavity enhanced absorption spectroscopy to detect and measure trace amounts of CO2 and H2O. Unit will be used as part of validation and verification of field instruments prior to deployment of instruments to remote field locations for extended periods. The LI-COR 7815 executes CO2 measurements with a precision of 0.10 ppm at 400 ppm with 1 second averaging and 0.04 ppm at 400 ppm with 5 second averaging. It conducts H2O measurements with precision of 45 ppm at 10,000 ppm with 1 second averaging and 20 ppm at 10,000 ppm with 5 second averaging. According to market research, only one gas trace analyzer is able to meet the needs of NOAA OAR PMEL, which in the LI-COR 7815 Gas Trace Analyzer. Updating laboratory validation systems to a higher-quality CO2 detector will improve the quality of predeployment testing procedures and save significant staff time currently being spent on troubleshooting bad data that is a periodic issue as part of the current validation systems. Delivery of the units is by 12/31/2022. ***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE.
