- Will the VA provide clarification of its wording immediately after Contract Award? (e.g., day of, day after, 5-10 days after, etc.) Realistically, it would take several days to gather Personal Identifiable Information (PII) information (passport number, work permit, etc.) being requested from the contractor from new employees being hired by an incoming contractor. There will be a reasonable amount of time for the new contractor to ramp up and have a presence on site. Would the VA provide clarification to the pricing schedule as it relates to the 5 housekeeping staff? The overall staff will be up to the individual contractor, the previous staff was 5 housekeeping staff for the day shift and 10 for the evening shift. The PWS states that ""All exterior windows shall be cleaned at least monthly"". Will the janitorial contractor be required to clean the exterior windows or does the VA have an outside window cleaner under a different contract to perform outside window cleaning from ground level to the top of the highest windows? The outside windows are cleaned via a separate contract. Can the government clearify the answer to question 11 in the response dated 5/27 the answer given was 5 days 10 nights are we to assume that this equates to 5 FTEs on days and 10 FTEs on nights? Once again this is up to each individual contractor as they see fit to staff this requirement. Will the incumbent personnel be available for transition? How many days will be provided for transition and training? There are no current incumbent personnel, the work is being accomplished in-house. Are only the Lobby restrooms required to be cleaned every 2 hrs or all the restrooms? All restrooms are to be cleaned at a 2-hour interval. Will there be a new PWS issued with any changes or updates from the site visit? No Can you provide the name of the incubment contractor? See answer 5, Will there be a 30 day phase-in period for onboarding, new hires, interviews, admin process, etc.? See answer 1, We understand that vaccination records must be provided prior to the employee starts working, due to these records being PII and HIPPA related information, therefore unattainable prior to hire, can the vaccination records be provided within 5 business days after contract award? This will fall under the same reasonable amount of time, however no one may be assigned to work until such time that their documentation is complete. Can the government provide a list of equipment to be utilized on this contract and is there redundant equipment in case of failure? The Government will supply all chemicals and equipment to accomplish this task. Is the contractor responsible for keeping inventory of supplies and does the government utilize a stock level and reorder point to ensure chemicals and stock is always available. See section 4.29 and 4.30 of the PWS What are the payment terms? Net 30, monthly in arears, Is the cleaning schedule 7 days a week? Monday Saturday How many do you recommend? I cannot make recommendations, that is for each individual contractor to figure out. Would blending our staff with the VA s current staff be a consideration? Are those current staff hireable? No. This contract is to supplement the Government s Janitorial Team. Can an amended task/frequency sheet be given? The original had grammatical errors and overruns. PWS has been included as an attachment During the site visit, it was stated sweep and mop is only required, however, SOW calls for weekly buffing. Can the VA please confirm? Weekly buffing is required. If buffing and scrubbing is required, will that equipment be government or contractor furnished? All equipment and chemicals will be supplied by the Government. Onsite directive was that no biohazard material would be handled, Question 28 refers to biohazard training/cert please advise why this is required or provide clarification on the scope. Although there is no requirement for Biohazardous materials there is still a chance of coming in contact with these materials. What's expected for deliverables reporting? See Section 4.31 of the PWS Will current staff stay on with the VA after this contract is executed? Yes Would blending our staff with the VA s current staff be a consideration? Are those current staff hireable? No
