- Description
- The purpose of Sustainable Peace is to create a platform where USAID/Ethiopia can assist Ethiopian stakeholders demonstrate greater resilience to prevent and respond to destabilizing manifestations of conflict. Consistent with the resilience approaches embedded in other USAID/Ethiopia activities across the portfolio, Sustainable Peace will provide Mission project teams the capability to flexibly support systemic or structural needs, including, but not limited to identifying and building the capacities of key stakeholders to prevent violent conflict, while also being responsive to emergent issues of conflict and violence. Building on the work of previous and ongoing USAID/Ethiopia activities including the Office of Transition Initiatives (OTI) Ethiopia Support Program and Global Reconciliation �People-to-People�� funded programs, Sustainable Peace will include national, regional, and local conflict prevention and peacebuilding interventions and combine longer-term development approaches with rapid response capabilities. It is envisaged that Sustainable Peace�s peacebuilding and rapid response efforts will focus on local and regional dynamics that have national level impacts and/or implications for stability- whether humanitarian, political, or economic. This could include dynamics in strategically important locations (such as critical trade routes or ethnic fault lines), areas where conflicts may spill over or spread, and/or areas where interventions at the local level connect to national level interventions or events to create broader impact and sustainability. Additional criteria may include permissibility or access considerations, USAID/Ethiopia comparative advantage, and opportunity to strategically reinforce other development or humanitarian interventions. Final criteria for rapid response under Sustainable Peace should be further developed in consultation with key USAID/Ethiopia stakeholders, consistent with U.S. policy priorities and funding parameters. Sustainable Peace will specifically seek to strengthen legitimate structures and processes - including local peacebuilding councils - to effectively and nonviolently manage national, regional, and local level conflict issues; and expand collective awareness, access, and willingness of Ethiopians to utilize nonviolent systems to address grievances and mediate interests without violence. An inclusive co-creation process to include civil society and other potential stakeholders on a rolling basis will help Sustainable Peace identify the most promising opportunities and approaches for longer-term interventions at the national, regional, and local levels, and to develop potential rapid response interventions to address local level vulnerabilities and opportunities and criteria for action. In recognition that conflict dynamics and U.S. policy in Ethiopia will continue to evolve, Sustainable Peace will require maximum flexibility to adjust as challenges and needs change. If the policy environment changes to allow for direct engagement with GOE entities, Sustainable Peace will enable the addition of new GOE-focused interventions under the award�s four main objective areas, based on emerging needs and funding.� Within the USAID/Ethiopia Country Development Cooperation Strategy for 2019-2024, Sustainable Peace falls under the Special Objective (SpO) and contributes to Host Government Democratic and Governance Reforms Advanced.� Sustainable Peace also contributes to Socio-political Stability improved under Development Objective 2 Resilience of vulnerable populations to key shocks increased. Furthermore, Sustainable Peace will strengthen connectivity with USAID/Ethiopia Projects including the Citizen Responsive Governance, Highlands and Lowlands Resilience, Strengthening Disaster Risk Management Systems and Institutions, Effective Emergency Response, Ethiopia Youth Empowerment, and OTI Ethiopia Support Program and their respective activities.
