- SYNOPSIS: Mission and Installation Contracting Command (MICC) Fort Bliss is issuing a PRESOLICITATION NOTICE for an Invitation for Bids (IFB) firm fixed price construction contract that consists of renovating the ACOE lodge kitchen and bathrooms in building 1362. White Sands Missile Range (WSMR), New Mexico. This acquisition is 100% set aside for Service Disabled Veteran Owned Small Businesses (SDVOSB) under NAICS 236220 (Size Standard $39.5 Million). The magnitude of the procurement is estimated to be between $250,000 to $500,000. The contractor shall provide all supervision, labor, materials, equipment, supplies, transportation and bonding necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, Local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. All work under this contract will be performed within the confines of the WSMR Military Installation, at White Sands Missile Range, NM. The Wage Determination: General Decision Number: NM20220045 04/01/2022; Superseded General Decision Number: NM20210045; State: New Mexico; Construction Type: Building; County: Dona Ana County in New Mexico, will govern work under this contract. The bid guarantee in the amount shall be at least 20% of the bid price but shall not exceed $3,000,000.00, in accordance with FAR 28.101-2. Performance and payment bonds must equal 100 percent of the original contract price. An organized site visit will be conducted for this procurement. Details of that site visit will be available in the solicitation. The tentative anticipated date for issuing the solicitation is on or about 18 August 2022, bid opening is to be determined (TBD) and completing contract performance 140 calendar days after contract award under solicitation number W911SG22B0010. The technical exhibits will be available for inspection without charge thru SAM.gov at https:// sam.gov. No paper copies of this solicitation are available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to all documents. Interested parties must be currently registered in the System for Award Management (SAM) at https://sam.gov to receive a government contract award. Online Representations and Certifications Application (ORCA) must also be current and include NAICS 236220 to qualify to receive a contract award.
