- Item Description:� POWER TAKEOFF AND CONTAINER NSN: 2990-00-118-4942 This item is in accordance with Naval Ship Systems Command (80064) technical data package (TDP) drawing 2589053, manufactured for military use only and is not commercial; therefore, the Government is not using the policies contained in FAR Part 12 in its solicitation for this item.� FAR Part 15 will be utilized for this procurement. The drawing(s) for this RFP will be attached to the solicitation. The tech data package (TDP) is now an attachment to the solicitation and can be accessed by clicking on the �Attachments� link underneath the RFP solicitation number in DIBBS.� The requirement quantity is 40 each to be shipped to SW3121 DLA Distribution Albany, GA, 31704-1128.� FOB Origin is required.� Inspection/Acceptance requirements will be noted on the RFP.� This solicitation will be available on DIBBS at: https://dibbs.bsm.dla.mil/rfp after the issue date of August 19, 2022. Hard copies of the solicitation are not available.� � This solicitation is Full and Open Competition. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, past performance, and delivery. ��The required delivery will be 429 days.� Best commercial packaging is acceptable.� All offers shall be in the English language and in US dollars.� All interested suppliers may submit an offer. For this procurement SPRAL122R0014, with an estimated value of $1,636,880.00, a subcontracting plan is required based on FAR part 19.704. As part of their proposal, interested parties must submit a Subcontracting Plan for Small Business. Reverse Auction:� The Contracting Officer may utilize on-line Reverse Auctioning as a means of conducting price discussions under this solicitation.� During the course of the on-line auction, offer�s proposed prices will be publicly disclosed to the other offerors and anyone else having access to the on-line auction.� This public disclosure is anonymous, meaning that each offeror�s identity will be concealed from other offerors (although it will be known to the Government), and only generic identifiers will be used publicly for each offeror�s proposed pricing (e.g. �Offeror A�).� By submitting a proposal in response to the solicitation, offerors agree to participate in the Reverse Auction and that their prices may be publicly disclosed, including the offers, during the Reverse Auction.� An offeror�s final auction price will be considered its final proposal revision.� No price revisions will be accepted after the close of the Reverse Auction, unless the acquisition specialist decides that further discussions are needed and final proposal revisions are again requested in accordance with FAR 15.307.
