- NOTICE OF INTENT TO SOLE SOURCE: The Department of Veterans Affairs, Network Contracting Office 22 intends to award a sole source contract to Ewa Direction, a certified Service- Disabled Veteran Owned Small Business (SDVOSB). The contract will be a five-month firm-fixed price contract to provide continued Regulated Medical, Organic Food and Specialized General Waste for VA San Diego Healthcare System. The statutory authority permitting other than full and open competition is 41 U.S.C. § 3304(a)(5) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302- 5(a)(2)(i) entitled, Authorized or required by statute. The applicable statute is Public Law 109- 461: Veterans Benefits, Health Care, and Information Technology Act of 2006 specifically, the Veterans First Contracting Program outlined in 38 USC § 8127(c). The North American Industrial Classification System (NAICS) code for this procurement is 562119, with a small business size standard of $38.5M, and the FSC/PSC is S205. This is a short-term requirement to provide continued services until a long-term contract can be implemented. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. A SOLICITATION WILL NOT BE POSTED. Interested persons may identify their interest and capability to respond to the requirement by 10:00 AM PT August 11, 2022, via email to peter.kim33@va.gov. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate clear and convincing evidence that the responding company can provide the same services by the required date. However, a determination by the Government to not compete is solely within the discretion of the Government. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses from responsible sources will be considered. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award. Interested parties are encouraged to furnish information by email only with RESPONSE TO INTENT TO SOLE SOURCE VASD Waste Services in the subject line. All documents submitted, will not be returned.
