- Statement of Work Parking Lot & Traffic Marking Rehab/Striping Stratton VAMC Albany, NY. Introduction Stratton VAMC s mission is to provide world class healthcare for veterans in the capital region and upstate New York. Background /Objective The Stratton VA Medical Center, 113 Holland Ave. Albany NY 12208 is currently seeking a vendor to provide all labor, materials and travel to sealcoat our parking lots and restripe all parking stalls as well as all traffic lines and crosswalks. Place of Performance Stratton VAMC parking lots and roadways. Period of Performance Work will be accomplished in phases to reduce impact on normal operations of the Medical Center, and such a way as to reduce the negative impact to parking and traffic flow. Work should be accomplished within 30 days from notice to proceed as weather dictates. Scope of Work Clean and sealcoat lots A-C & restripe all lots, roadways and crosswalks. Specific Tasks Contractor shall furnish all parts and labor for full traffic control of work areas. Contractor shall furnish all parts and labor to properly clean and prepare all areas to ensure the best adhesion of seal coat material and paint to existing asphalt. Contractor shall furnish all parts and labor to sealcoat all areas of parking lots A-C @ 375,000 sg ft. Contractor shall furnish all parts and labor to restripe all 7 parking lots A-C, Fisher House & Bldgs. 25, 26/27 & 67. to match existing layout. @ 1430 parking spots. Contractor shall furnish all parts and labor to restripe all roadways to match existing layout. Including crosswalks, turn lanes and stop stripes. @ 15 crosswalks and 3000 LF of pavements markings. Drawings, and Other Attachments Attachment-A, drawing of existing parking lot layouts. Attachment-B, Pavement Parking Spec. Attachment-C Seal Coat Spec. Noncompliance - The Contracting Officer or his/her designee will notify the contractor of any noncompliance with the foregoing provisions and the action to be taken. The Contractor shall, after receipt of such notice, immediately correct the conditions to which attention has been directed. Such notice, when served on the Contractor or his/her representative at the site of the work, shall be deemed sufficient for the purpose aforesaid. If the Contractor fails or refuses to comply promptly, the Contracting Officer may issue an order stopping all and any part of the work and hold the Contractor in default. Inspection - Upon completion of each phase of service, the COR/POC will perform the inspection in the presence of the contractor personnel, prior to the contractor personnel leaving the facility. This inspection will ensure that all work is done in a satisfactory manner No invoices will be processed for payment prior to the completion of POC inspection. Other Related Services (Not Included in the Scope of Work) - Any services not expressly stated in this statement of work are not authorized. No other person, including the COR or any other VA personnel are authorized to request additional work be performed by the contractor. Any additional services performed that are not authorized by the contracting officer will be considered inclusive. ATTACHMENT A ATTACHMENT B SECTION 32 17 23 PAVEMENT MARKINGS GENERAL SUMMARY Section Includes: Paint on pavement surfaces, in form of traffic lanes, parking bays, areas restricted to handicapped persons, crosswalks, and other detail pavement markings. RELATED REQUIREMENTS Paint VOC Limits: Section 01 81 13, SUSTAINABLE CONSTRUCTION REQUIREMENTS. Paint Color: Section 09 06 00, SCHEDULE FOR FINISHES. APPLICABLE PUBLICATIONS Comply with references to extent specified in this section. Federal Specifications (Fed. Spec.): TT P 1952F - Paint, Traffic and Airfield Marking, Waterborne. Master Painters Institute (MPI): No. 97 - Traffic Marking Paint, Latex. SUBMITTALS Manufacturer's Literature and Data: Description of each product. Application instructions. Certificates: Certify products comply with specifications. Qualifications: Substantiate qualifications comply with specifications. Installer with project experience list. QUALITY ASSURANCE Installer Qualifications: Regularly installs specified products. Installed specified products with satisfactory service on five similar installations for minimum five years. Project Experience List: Provide contact names and addresses for completed projects. ATTACHMENT B DELIVERY Deliver products in manufacturer's original sealed packaging. Mark packaging, legibly. Indicate manufacturer's name or brand, type, color, production run number, and manufacture date. Before installation, return or dispose of products within distorted, damaged, or opened packaging. STORAGE AND HANDLING Store products indoors in dry, weathertight conditioned facility. Protect products from damage during handling and construction operations. FIELD CONDITIONS Environment: Product Temperature: Minimum 13 degrees C (55 degrees F) for minimum 48 hours before installation. Surface to be painted and ambient temperature: Minimum 10 degrees C (50 degrees F) and maximum 35 degrees C (95 degrees F). Field Measurements: Verify field conditions affecting traffic marking installation. WARRANTY Construction Warranty: FAR clause 52.246 21, ""Warranty of Construction."" PRODUCTS SYSTEM PERFORMANCE Design paint complying with specified performance: Application: Fed. Spec. TT P 1952. PRODUCTS - GENERAL Basis of Design: Section 09 06 00, SCHEDULE FOR FINISHES. Provide each product from one manufacturer and from one production run. Low Pollutant Emitting Materials: Comply with VOC limits specified in Section 01 81 13, SUSTAINABLE CONSTRUCTION REQUIREMENTS for the following products: Paints and coatings. ATTACHMENT B PAINT APPLICATOR Apply marking paint with approved mechanical equipment. Provide equipment with constant agitation of paint and travel at controlled speeds. Synchronize one or more paint ""guns"" to automatically begin and cut off paint flow in case of skip lines. Equipment to have manual control to apply continuous lines of varying length and marking widths as indicated on Drawings. Provide pneumatic spray guns for hand application of paint in areas where mobile paint applicator cannot be used. // Use separate piece of equipment when equipment does not have glass bead dispenser. Adjust and synchronize equipment with paint applicator to distribute reflective beads on paint lines uniformly within ten seconds without any waste. // PAINT Paint: MPI No. 97. For obliterating existing markings comply with Fed. Spec. TT P 1952. Provide minimum 18 L (5 gallons) containers. EXECUTION PREPARATION Examine and verify substrate suitability for product installation. Protect existing construction and completed work from damage. Clean substrates. Remove contaminants capable of affecting subsequently installed product's performance. Remove dust, dirt, and other granular surface deposits by sweeping, blowing with compressed air, rinsing with water, or combination of these methods. As an option, comply with Fed. Spec. TT P 1952 for removal of existing paint markings on asphalt pavement. Apply black paint in as many coats as necessary to completely obliterate existing markings. Scrub affected areas with several applications of trisodium phosphate solution or other approved detergent or degreaser, and rinse thoroughly after each application, Where oil or grease are present on old pavements to be marked, . Clean and dry surface before pavement marking. Do not begin any marking until Contracting Officer's Representative inspected surface and gives permission to proceed. ATTACHMENT B INSTALLATION - GENERAL Install products according to manufacturer's instructions and approved submittal drawings. When manufacturer's instructions deviate from specifications, submit proposed resolution for Contracting Officer's Representative consideration. PAINT APPLICATION Apply uniformly painted pavement marking of required colors, length, and width with true, sharp edges and ends on properly cured, prepared, and dried surfaces. Comply with details as indicated on drawings and established control points. Apply paint at wet film thickness of 0.4 mm (0.015 inch). Apply paint in one coat. When directed by Contracting Officer's Representative, apply additional coats at markings showing light spots. Comply with paint manufacturer's maximum drying time requirements to prevent undue softening of asphalt, and pick up, displacement, or discoloration by tires of traffic. When deficiency in marking drying occurs, discontinue paint operations until cause of slow drying is determined and corrected. Remove and replace marking applied less than minimum material rates, deviates from true alignment, exceeds stipulated length and width tolerances, or shows light spots, smears, or other deficiencies or irregularities. DETAIL PAVEMENT MARKING APPLICATION Apply Detail Pavement Markings, exclusive of actual traffic lane marking as follows: At exit and entrance islands and turnouts. On curbs. At crosswalks. At parking bays. Other locations as indicated on drawings. Install detail pavement markings of colors, widths and lengths, and design pattern at locations indicated on drawings. ATTACHMENT B TOLERANCES Length and Width of Lines: Plus or minus 75 mm (3 inches) and plus or minus 3 mm (1/8 inch), respectively, in case of skip markings. Length of intervals exceeding line length tolerance are not acceptable. CLEANING Remove excess paint before paint sets. PROTECTION Protect pavement markings from traffic and construction operations. Protect newly painted markings from vehicular traffic until paint is dry and track free. Place warning signs at beginning of wet line, and at points well in advance of marking equipment for alerting approaching traffic from both directions. Place small flags or other similarly effective small objects near freshly applied markings at frequent intervals to reduce crossing by traffic. Repair damage. - - - E N D - - - ATTACHMENT C SECTION 32 12 16 ASPHALT PAVING PART 1 GENERAL 1.1 APPLICATION OF SEAL COAT A. Prepare the surfaces, mix the seal coat material, and apply in accordance with the manufacturer s recommendations as approved by the Architect or Engineer. B. Achieve a finished surface seal which, when dry and thoroughly set, is smooth, tough, resilient, of uniform black color, and free from coarse C. When resealing existing paving 5, 10, 15 years and older, that is oxidized and is very light in color, squeegee apply the first coat of seal coat and spray on a second coat. Two coats are preferred in older paving when the asphalt cement has oxidized leaving the seal coat with nothing to bond to other than the aggregate that in many cases has polished over time leaving less than a desirable surface to bond to.// 1.2 PROTECTION Protect the asphaltic paved areas from traffic until the sealer is set and cured and does not pick up under foot or wheeled traffic. 1.3 FINAL CLEAN-UP Remove all debris, rubbish, and excess material from the work area.
