- SUMMARY: This is a Sources Sought notice and not a request for quotes. This request is solely for the purpose of conducting market research to enhance VHA s understanding of the market s offered products, services and capabilities. The Government will not pay any costs for responses submitted in response to this Sources Sought. This Sources Sought notice provides an opportunity for respondents to submit their notice of ability, and their available products and services in response to the requirement described below. Vendors are being invited to submit information relative to their potential of fulfilling the requirement below, in the form of a capability response that addresses the specific requirement identified in this Sources Sought. The Veterans Health Administration (VHA) is seeking a vendor to provide the following products and/or services below. Please see the General Requirements section below for the requested products/services and descriptions. This Sources Sought is to facilitate the Contracting Officer s review of the market base, for acquisition planning, size determination, and procurement strategy. A. GENERAL REQUIREMENTS Portable Driving Simulators (PDS) Monitors with STISM System Upgrade Scope of Work: Contractor to provide two compatible display monitors to be integrated into our existing DrivingLab Portable Driving Simulator (PDS). Contractor to fabricate and install monitor stand supports to properly position and align the additional display monitors with existing system. Contractor to provide system integration and coupling and any needed programming adjustments to the driving assessments or scenarios to ensure that they run properly with the 3-monitor set-up. Contractor must have prior experience conducting research on driving performance, stroke patient populations, and driving training and rehabilitation. Contractor must have specific knowledge and experience using the DrivingLab s Portable Driving Simulator (the equipment that will be used in our study) and implementing the 3-monitor, 135-degree driver field of view upgrade. Contractor must be available consultation or troubleshooting, as needed. System set-up will occur at VA Northern California Health Care facilities located at 150 Muir Rd., Building #26, Martinez, CA 94533. All equipment and hardware will remain onsite at the VA NCHCS Martinez campus. Remote consultations will involve phone, email, or virtual meeting conferencing. Support for the integrated upgraded components will be available for one year from initial set-up. Performance Period: One year from date of contract award. B. SPECIFIC CONTRACTOR RESPONSIBILITIES Tasks: Contractor will provide two compatible display monitors to be integrated with the existing DrivingLab PDS to provide a 135-degree driver field of view. Contractor will fabricate and ship the monitor supports. Monitor supports will be shipped to and installed at our facility through a guided set-up process via a virtual meeting conferencing. In-person set-up will be optional. Contractor will fully integrate/program all the driving assessments and training applications with the upgraded STISIM Drive software to couple the Driving Simulation software with the two additional monitors for a resulting 135-degree driver field of view. Contractor will assist the Principal investigators in verifying that the upgraded features are operating correctly and that a 135-degree driver field of view is achieved. Qualifications: Contractor must also have direct knowledge and technical experience using the DrivingLab Portable Driving Simulator and the specific STISIM Drive driving assessments and training scenarios. Contractor must have substantial experience with the design and use of driving simulators for use in assessment of driving performance and driving rehabilitation/training using the 3-monitor set-up. Contractor must have publications in peer-reviewed journals pertinent to simulated driving performance in patient populations. Support Dates: Contractor will coordinate with Principal Investigator to schedule the dates and times of set-up and troubleshooting sessions. Sessions will be scheduled during normal VANCHCS business hours, Monday Friday, 8am 5pm and will exclude any Federal Holidays. Impromptu meetings or virtual meetings can be requested by the Principal Investigators throughout the year, as needed. C. GOVERNMENT FURNISHED PROPERTY AND SERVICES 1. Facilities: Government will provide facilities and virtual meeting platforms for support meetings. Location of goods provided will remain on the VANCHCS campus located at 150 Muir Rd., Martinez, CA. The contractor will not be provided office space and will not have access to any VA networked computers. There will be no exchange of VA sensitive data as part of this contract. Salient Characteristics Laboratory/Pharmacy grade refrigerator. Fully programable STISM Drive Software that supports display of the virtual traffic scenario on three screens simultaneously enabling up to 135-degree driver field of view. Two Computer Screen and Installation Materials Systems fabrication and coupling Brand Name equivalent product is *M1000SK from The KU University of Kansas D. RESPONSE COMMITMENT I. Response: Capability statement and a list of the salient characteristics. Please provide your socioeconomic status, and size classification (large business, small business, SDVOSB, VOSB, etc.), and the approximate shipping time from the date of order. All responses should be directed to annmarie.stewart@va.gov by August 12, 2022, 12PM EST. Submittals furnished will not be returned to the sender. No debriefs will be conducted. Eligibility in participating in a future acquisition does not depend upon a response to this notice. Proprietary information is neither requested nor desired. If such information is submitted, it must clearly be marked ""proprietary"" on every sheet containing such information, and the proprietary information must be segregated to the maximum extent practicable from other portions of the response (e.g., use an attachment or exhibit). II. Timeline: A. This request will close on stated date within the Government Point of Entry (GPE). Notes: 1. This Sources Sought is for planning purposes only, and does not constitute a commitment, implied or otherwise, that a procurement action will follow. The Department of Veterans Affairs will use the information submitted in response to this notice at its discretion and will not provide comments to any submission; however, The Department of Veterans Affairs reserves the right to contact any respondent to this notice for the sole purpose of enhancing The Department of Veteran Affairs understanding of the notice submission. 2. The content of any responses to this notice may be reflected in any subsequent solicitation, except for content marked or designated as business confidential or proprietary which will be fully protected from release outside the government.
