- ***The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Pacific Islands Regional Office (PIRO) along with the Pacific Islands Fisheries Science Center (PIFSC), Ecosystems Science Division (ESD) intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Wildlife Computers to procure the following: Qty. (15) Survivorship PAT-355H Telemetry Tags, Towed, 2-Lay with antifoul, attachment kits/tethers/anchors The telemetry satellite transmitter tags must be suitable for attachment to elasmobranchs for both post release survivorship and movements and behaviors of elasmobranchs. Tags are used for short-term survivorship studies and must be able to interpret post release survival or mortality events. Tags must be able to collect, (i) light levels, (ii) min and max depths, (iii) min and max ambient temperature, and (iv) be Argos compatible. The tag must have onboard mortality/survivorship detection algorithms that are continuously monitoring the sensor suite throughout the 30-60 day deployment period testing for the following conditions: Sinker - If the tag passes through 1400 meters of water depth, a mortality is inferred. Floater - If the tag is floating at the surface continuously for 24 hours, a mortality (or tether failure) is inferred. Sitter - If the tag is sitting at a constant depth (+/-2 meters) for 24 hours a mortality is inferred. ***The sole source determination is based on Wildlife Computers capability to meet the above requirements. Their tags have unique characteristics required to be integrated into the PIFSC/ESD�s existing research program. Wildlife Computers have developed tags to improve attachment and performance on deep diving sharks and other taxa. This includes an external guillotine device that severs the attachment of the tag before it reaches crushing depths (>1400m). Wildlife Computer�s tags also include robust Nitinol �memory� metal antennas, urethane �body armor�, designed to reduce drag forces, and use anti-fouling paint that is a critical component to the tags� success and offers PropSpeed, copper-free paint. Wildlife Computers also configures their tags with a proprietary small titanium anchor that has been previously used successfully in post release survival studies on sharks in commercial fisheries. Delivery by September 30, 2022. The applicable Size Standard is North American Industry Classification System (NAICS) Code 334220, with a Small Business size standard of 1,250 employees. This is a simplified acquisition with an estimated value of less than $250,000.00 Total. ***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 7 DAYS AFTER PUBLICATION OF THIS NOTICE. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.
